PERFORMANCE WORK STATEMENT
MORTUARY AFFAIRS REALISTIC LANE TRAINING FOR PERSONNEL RETRIEVAL AND PROCESSING (PRP) COMPANY
1.0 PURPOSE
The purpose of these contracted services is to provide training staff and training materials to PRP Company in support of Northern Strike‐23.2, aboard Camp Grayling, MI.
2.0 BACKGROUND
PRP Company is the only Marine Corps Mortuary Affairs Company, requiring specialized training. Available military provided training can only provide so much in the realm of casualties, relying on live persons acting as casualties, or dummies; both of which provide limited preparation before it becomes repetitive and reduces in training value. Contracting training aides provides the opportunity for the PRP to execute realistic training for their mission essential tasks. The use of cadavers, also referred to as Non‐Transplantable Anatomical Media (NAM), for training immediately and measurably increases any training value that is provided to mortuary affairs Marines ultimately preparing them for combat missions and increasing the experience level without overseas combat experience. This is the closest training available to a live scenario and may be the only experience the Marines have with realistic casualties before a deployment.
3.0 SCOPE AND OBJECTIVES
3.1 Support to be Provided by Contractor:
Provide a minimum of (6) cadavers (NAMs) for training in quantities needed for scenario requirements (see 11.0).
Provide handlers to assist the training of Marines on the of cadavers and best practices.
Provide handler for the cadavers (delivery/removal, scenario prep, cadaver disposition variations, post‐training clean‐up).
Transportation, disposal, and storage of cadavers to and from training site.
Preparation of NAMs in the dispositions listed in Training Schedule (see 11.0).
Contractor is not required to provide any training materials other than the NAMs.
However, Contractor is required to have the equipment needed to prepare the NAMs in the dispositions described on the Training Schedule; transport the NAMs to and from the training areas; clean and sanitize ground, surfaces, and any props contaminated with NAM tissue or fluid; and store the NAMs between training events. Cleanup shall be required for any spilled bodily fluid from the NAM (this is minimal clean‐up/surface decontamination). Injuries should be 100% simulated and progressive over time (starting intact, then parsed, then injuries, then natural decomp) A separate NAM for each event is not required by the Government. Contractor shall be capable of providing a variety of simulated injuries.
3.2 Training Objectives
Marine personnel will perform real world mortuary affairs operations similar to what they will experience during traumatic combat itself. Marine personnel will be able to recover, process, transport, and store/inter deceased individuals safely while operating in a simulated combat environment in accordance with Marine Corps Tasks (MCT):

The 9‐Aug NAM brief/FAM events may have as many as (1,000) service members (see 11.0). Up to 4‐NAM scenarios may be executed at a time.
4.0 GENERAL REQUIREMENTS
4.1 Applicable Directive:

4.2 Contractor Required Knowledge and Experience.
Knowledge of mortuary affairs processes including roles, responsibilities and processes of major players for acquisition, transportation, storage, and removal of cadavers.
Experience and demonstrated expertise in performing recovery, processing, and recommending solutions to Marine Corps processing issues.
5.0 SPECIFIC REQUIREMENTS
The Contractor shall provide the following support:

The Contractor is responsible for providing suitable technical and analytical expertise to support responsibilities delineated by activity. The Contractor shall ensure technical management and coordination of task activities and provide overall expertise for successful completion of each task area. The Contractor shall ensure the task areas are performed in an efficient, effective, and responsive manner. The Contractor shall coordinate task activities and serve as the overall expert for successful completion of this task initiative. Resetting the NAMs for each stick of the scenario may require: Transportation on/off base each day; refrigerated truck for NAM rotation (2‐up, 4‐out); hourly familiarization briefs (20‐PAX); disposition preparation (dress, simulated injuries, parsing); eyes‐on control of NAMs in the training lanes; decontamination of training lanes as needed; decontamination of training as needed; sealing NAM perforations as needed.
5.1 Provide Cadavers and Handling Services:
Prepare the NAMs in the disposition described on the PWS Training Schedule (including parsing and simulated injuries) for each scenario and in the clothing/props provided by the TPOC.
Transport and place the NAMs for each scenario as directed by the TPOC.
Reset the NAMs for each stick of the scenario.
Remove and store the NAMs following the index of each training day.
Clean and sanitize ground, surfaces, and/or props contaminated with NAM tissue/fluid (Disposal of biomedical waste, sharps do not apply to this requirement.)
5.2 Provide Direction and Feedback:
Provide briefing on the best practices for handling and incorporating NAMs during training (method of instruction and, or media is at the discretion of the of the Cadaver Handler).
Be prepared to answer questions from training participants regarding handling of NAMs.
During and through the completion of lane training, provide direction as needed.
Upon completion of lane training scenarios, provide feedback.
5.3 Provide Progress Briefings:
Provide daily progress briefings to the TPOC upon the completion of the day’s events (method of instruction and, or media is at the contactor’s discretion).

7.0 PLACE AND PERIOD OF PERFORMANCE
Work efforts in support of this task effort will be accomplished at the training site.
Contractors are required to work in accordance with the provided training schedule (see 11.0). Tents are 50'x50' (floors are covered with tarp), buildings vary in size (concrete or plywood floors), field lanes are up to 100'x300' (dirt ground).
The period of performance will be for a seven (7) day base period. Scheduled events are subject to change time and, or date within the hours of 0700 ‐1600 as determined by the TPOC (ex. weather conditions). The contractor is responsible for preparing and placing the NAMs for each training scenario prior to 0700. Each scenario will be divided into (30‐60) minute, (4‐12) service member sticks, lasting until all members have completed the scenario or until 1600.

8.0 TRANSPORTATION
8.1 Base Travel
Contractor is responsible for travel to the training site (Camp Grayling, Grayling, MI) on training days. No transportation will be provided for the contractor by the Government to the training sites, or while board Camp Grayling.
8.2 Base Access
Contractor personnel are required to comply with Camp Grayling base access requirements. Access requirements include providing the TPOC the Company
Name(s), and driver/passenger(s) name(s) within one week of the contact award;
being prepared to provide vehicle registration/rental agreement and proof of insurance each time entering the base; remaining with military escort for the duration of the time on base.
9.0 KEY PERSONNEL
9.1 Labor Category: Cadaver Handler
The personnel specified in this category are considered to be essential to the work being performed under this contract. All personnel assigned to this contract under a specific labor category shall meet the specific minimum requirements of that category.
9.2 Key Personnel Minimum Requirements:
9.2.1 All contractor personnel must have advanced knowledge of training lanes and operation of essential equipment for transporting, preparing, and removing cadavers in relation to the training lanes.
9.2.2 Cadaver Handler: Must be compliant with the Revised Uniform Anatomical Gift Act (2006) regarding the acquisition, maintenance, transportation and distribution of cadavers; and must have expertise in proper transporting, handling, disposition preparation, and clean‐up of cadavers.
9.3 Substitution of Contractor Personnel
The Contractor agrees to assign to this contract those persons identified as personnel whose background and experience fit the description put forward in the contract and who are necessary to fulfill the requirements of this contract.
All proposed substitutes must have qualifications equal to or higher than the qualifications stated in the PWS. The Contracting Officer or his/her authorized representative will evaluate such requests and promptly notify the Contractor of his/her approval or disapproval thereof. No substitutions of personnel shall be made without concurrence of TPOC.

10.0 LODGING AND SUSTENANCE The Government will not provide any lodging, food or beverages for the duration of the contract for Contractor personnel. Contractor is not responsible for providing lodging, food or beverages for the duration of the contract for Government personnel.
11.0 TRAINING SCHEDULE All training will be aboard Camp Grayling (South Camp), MI (see
12.0 Training Area Map). For each training event, there needs to be (3) intact NAMs and (3) parsed NAMs (foot/arm amputations). Depending on the scenario, additional simulated injuries should be applied (bruising, burns, GSW, shrapnel etc..). The contractor shall have sufficient experience with these applications of NAMs to assign and produce appropriate simulated injuries for each scenario, e.g. broken bones and bruising for a vehicle incident. The simulated injuries should differ from scenario to scenario to provide variety, maximizing the training value.

1 Combined Synopsis-Solicitation: This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.

17 Past Performance: The Contracting Officer reviews Supplier Performance Risk System (SPRS) for supplies less than $1M and Contract Performance Assessment Reporting System (CPARS) for services and for supplies greater than or equal to $1M as part of offerors technical acceptability and responsibility determination purposes.
18 Award: The Government reserves the right to make award solely on initial offers received on an all or none basis or on a multiple award basis. If a partial award will not be accepted, so state on the face of your offer. The Government does not guarantee award in response to this solicitation.
19 Late Offers: Offers are considered late if not received by the solicitation closing date, time, and time zone.
Offerors bear the burden of ensuring that all portions of the offer (and any authorized amendments) are submittted in accordance with all solicitation instructions before the deadline specified in the solicitation.

(a) Definitions. As used in this provision--
Commercial and Government Entity (CAGE) code means—

(a) Definitions. As used in this provision, “covered telecommunications equipment or services” and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for “covered telecommunications equipment or services”.
(c) Representations.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) technical capability to meet the Government requirement
(ii) price
(iii) past performance
A comparative evaluation will be performed in accordance with FAR 13.106-2(b)(3) using: price and non-price factors of: technical capability and past performance to determine best value.
The government reserves the right to select a response that provides benefit to the government that exceeds the minimum, but is not required to do so.
The awarded response may exceed the identified requirements in one or more ways and may or may not provide the lowest price, but does provide benefit to the Government as determined by the KO.
The Government is not bound to make award to a response that exceeds the requirements if it provides no value or benefit to the Government.
The Government may use information such as DoD PPIRS, SPRS and FAPIIS data available from Government sources to evaluate a Quoter's past performance. Potential awardee will be screened for responsibility in accordance with FAR 9.104.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL PRODUCTS AND

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
(a) Definitions. As used in this provision --
"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
"Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
"Highest-level owner" means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
"Immediate owner" means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
"Inverted domestic corporation" means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
"Manufactured end product" means any end product in product and service codes (PSCs) 1000-9999, except--
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
"Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
"Predecessor" means an entity that is replaced by a successor and includes any predecessors of the predecessor.
"Reasonable inquiry" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
"Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
"Sensitive technology"--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
"Service-disabled veteran-owned small business concern"--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
"Small business concern"--
(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.
(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13
CFR 121.103.
"Small disadvantaged business concern, consistent with 13 CFR 124.1002", means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13 CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
"Subsidiary" means an entity in which more than 50 percent of the entity is owned--
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
"Successor" means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term "successor" does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
"Veteran-owned small business concern" means a small business concern--
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
"Women-owned small business concern" means a small business concern--
(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and
(2) Whose management and daily business operations are controlled by one or more women.
"Women-owned small business (WOSB) concern eligible under the WOSB Program" (in accordance with 13 CFR part 127), means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300.
(b) (1) Annual Representations and Certifications. Any changes provided by the Offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications in SAM.
