MARINE CORPS LOGISTICS BASE ALBANY, GEORGIA

REQUEST FOR QUOTE PURSUANT TO FAR 13

Solicitation Number / RFQ Number: M67004-25-Q-0036 Subject: Modula Vertical Lift Module Services

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being procured under Full and Open Competition using NAICS code 811310 size standard of 12.5 M employees.

An Offeror’s submission of a quote does not constitute a contract or authorize work to begin. This document is not legally binding and does not commit the US Government in any way.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 and Defense Federal Acquisition Regulations Supplement Publication Notice (DPN) 20250117

In accordance with FAR 12.102(c), when a policy in another part is inconsistent with FAR Part 12, Part 12 shall take precedence.

52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)

Basis for Award: The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are listed in no specific order of precedence and will be used to evaluate quotations:

• Price

• Past performance

Technical: Quotes meeting all specifications outlined in this solicitation will be deemed technically capable. This is a Brand Name requirement and therefore only quotes which meet the brand name will be evaluated.

Price Reasonableness: Will be conducted in accordance with FAR 13.106-3(a). The total quoted price, to include shipping costs, will be used in the price evaluation.

Past Performance: Evaluation will use procedures outlined in DFARS 204.7603 and described in provision 252.204-7024, incorporated herein.

Contractors bear the burden of ensuring that quotes (and any authorized amendments) reach the designated office on time and should allow a reasonable time for e-mail transmissions to be completed. All pages of the quote must reach the office before the deadline specified. The contractor bears the risk of non-receipt of electronically transmitted quotations and should confirm receipt.

Addendum to 52.212-1 Instructions to Offerors.

The Government reserves the right to make an award solely on initial quotes received. Offerors must submit their response to this RFQ via email to javier.lagunas@usmc.mil no later than the date posted on SAM.gov.

Questions will be accepted via email up to (48) hours after the receipt of the RFQ. No phone questions will be accepted. The deadline is necessary to ensure timely award and the Government may, in its sole discretion, choose not to respond to questions received after the deadline. Questions will be reviewed and addressed via an amendment to the solicitation and/or posting of the Questions and Answer(s) (Q&A) document.

Quote must contain all requested line items as the contract award will be made in aggregate. Therefore, any quote received without all line items priced will be considered non-responsive.

Shipment: All materials awarded under the contract resulting from this solicitation are expected to be delivered on the date specified in this solicitation. No partial deliveries will be accepted. In order for your quote to be considered responsive, any associated prepaid shipping costs must be identified in the quote and will be evaluated as part of the overall price. The Offeror may submit a ZERO shipping cost; however, ZERO cost must also be clearly specified in the quote. Failure to fill in the required information may result in your quote being considered non-responsive by the Government.

Offerors are instructed to completely fill out the section (Offeror’s Information) below and return it along with your quote. Quotes should be valid for 90 days unless stated otherwise in the quote.

Vertical Lift Module Maintenance Support Marine Force Storage Command (MFSC)

Marine Corps Logistics Base Albany

1. General

This is a non-personal services contract to provide Preventative Maintenance (PM) inclusive of reactive service calls, a Telephone Service Agreement (TSA), and furnishing of spare parts necessary to conduct additional maintenance on Vertical Lift Modules (VLM) located within Marine Forces Storage Command.

The Government shall not exercise any supervision or control over the contract service providers performing the services herein.

2. Background

This is a new command requirement to maintain the Vertical Lift Modules operated within the weapons Wearhouse located aboard Marine Corps Logistics Base (MCLB) Albany. Performance metrics identified will be used to determine whether the deliverables of this requirement are met

3. Objective

To provide MFSC with scheduled PM, TSAs, and a parts inventory that will continue to assist the command’s mission of integrated logistics support to the Fleet Marine Force (FMF).

4. Scope

1. The purpose of this requirement is to provide the description that shall be used to procure Original

Equipment Manufacturer (OEM) level maintenance and support services for Modula ML50D Vertical Lift Modules. These services shall consist of all maintenance checks that are recommended by the OEM. All work shall be completed by an authorized distributor of OEM level Service to ensure accuracy within the maintenance and any voidance of warranties. Service Technicians will be required to report all work that was performed and provide the recommended (if any) reactive services or spare parts necessary to bring the machines to full specs.

2. All work requiring energy shall be done in compliance with OSHA 29 CFR 1910.147 and 1910.333 lock out tag out procedure. All electrical work shall comply with current NEC as well as local codes. The contractor shall provide all labor, tools, materials, equipment, safety measures, supervision and all associated permits and services to implement a complete preventative maintenance visit, within 12-month intervals for Modula VLM Equipment at MCLB Albany, GA (Bldg. 1600, Weapons Warehouse). The costs inquired by the maintenance will be include and cover the below pieces of equipment;

5. General Information

1. Once the annual service is scheduled via the Government Point of Contact (POC), Contractor shall provide all labor and materials required to provide a PM per the OEM’s specifications.

2. Contractor shall provide a formal report summarizing all work performed.

3. Contractor shall be able to perform reactive service calls within 4 hours of communication with the government POC

4. Contractor shall be responsible for cleanliness of the worksite, both during and upon completion of specified work. All rubbish and debris created by the work shall be removed from Government Property and disposed of according to all local, state, and federal regulations.

5. Contractor personnel performing work under this contract must have the ability to pass and possess a

National Agency Check with Inquiries (NACI) or any equivalent reciprocal Department of Defense (DoD) background investigation.

6. Period of Performance

1. The services that provided will cover a base period of twelve (12) months to include two additional option years as shown below:

2. Preventative maintenance at the Government site shall not take place during Federal holidays or weekends unless previously communicated by the government (POC).

3. The Telephone Service Agreement will provide assistance five (5) days a week for eight (8) hours a day during the hours of 0800 to 1600 EST with the exclusion of weekends (Saturday Sunday) and federal holidays.

4. The following eleven (11) Federal holidays set by law (USC Title 5 Section 6103) as referenced are as follows:

7. Place Of Performance

Tasks under this contract will be performed at Marine Corps Logistic Command, 814 Radford Blvd, Ste 20250, Albany GA 31704 (Building 1600).

8. Definitions

1. Preventive Maintenance – The inspection of functional equipment, at regular intervals with the intent of sustaining the equipment’s peak performance (by performing tasks such as cleaning, lubricating, adjusting) and identifying parts or components that are near end of life and in need of replacement BEFORE they fail.

2. Telephone Service Agreement – Service which provides an end user with information regarding the function, features and administration of a device or product. The technical support team should be capable of troubleshooting, diagnosing and correcting hardware/software issues to keep systems functional. They should also be familiar with all current and updated features of each supported platform, so that maximum utility and value can be achieved form each platform.

9. Deliverables

1. The Contractor shall provide an after each inspection, a detailed report will be provided to the

Government.

2. The Contractor shall maintain all service repair records to provide at any time to the Government as needed.

3. The Contractor will deliver all additional spare parts as listed in the Spare Parts list (See

Attachment) prior to completion of the PM for the Base Year’s period of performance.

4. The Contractor shall provide the appropriate manpower and equipment to perform the work outlined in this PWS.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(a) The Government may extend the term of this contract by written notice to the Contractor prior to expiration of current option period; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 1 days before the contract expires. The preliminary notice does not commit the Government to an extension.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
