About this file
This Statement of Work (SOW) outlines requirements for investigating and repairing the geothermal heating system at the Rocky Mountain Arsenal National Wildlife Refuge Visitor Center in Commerce City, CO. The project involves examining 25 vertical well loop lines (400' deep) on the north side of the building that have experienced significant glycol loss over recent years, along with tracking down and identifying all interior and exterior leaks in the system that was installed in 2011.
The contractor must pressure test the exterior geothermal system including the wells and manifold lines, locate all leaks, and provide cost estimates and solutions for repairs. The project timeline spans 60 days total from award, with key milestones including an initial kickoff conference within 7 days of award, submission of investigation findings report within 45 days, and final documents executed by day 60. The SOW includes detailed site maps and technical drawings showing the geothermal loop field layout and construction details. Site visits are required before bidding, and prospective bidders will be evaluated on engineer involvement, price, ability to meet deadlines, and locality.

STATEMENT OF WORK
US FISH AND WILDLIFE SERVICE REGION 6
Geothermal Investigation for the Repair of the Geothermal Heating Systems at the
Rocky Mountain Arsenal Visitor Center, CO 24-027
December 18, 2024
I. PROJECT BACKGROUND
The Rocky Mountain Arsenal (RMA) National Wildlife Refuge is one of the largest urban refuges in the country, 14,904 acres. It is a sanctuary away from the hustle and bustle of busy urban life where time moves at nature's pace. With its expansive views, wildlife viewing opportunities, and recreation activities, it's easy to take a nature escape. RMA National Wildlife Refuge was established in 2004, in part, to protect our national symbol, the bald eagle. The land has a unique story - it has survived the test of time and transitioned from farmland, to war-time manufacturing site, to wildlife sanctuary. It may be one of the finest conservation success stories and a place where wildlife thrives.
The RMA Visitor Center built in 2011 and has a Geothermal Heat Pump system needs repair, the system often leaks throughout the interior of the Visitor Center. Staff also believes there are leaks on the exterior of the building.
The system is comprised of (25) Vertical Well Loop Lines (400’ deep) located on the North side of the building and will need to be examined for possible leaks as the staff has noted significant glycol loss in the current system over the last few years.
II. PROJECT SCOPE
The contractor shall track down and identify all leaks present in the interior of the building and propose solutions and cost estimates for the repair of those leaks. Pressure test the exterior geothermal system to include the (25) wells and line from manifold to wells to locate existing leak(s) and then provide cost estimates and solutions to repair those leaks.
Site Location:
1. Rocky Mountain Arsenal (RMA) Visitor Center: 6550 Gateway Road, Commerce City, CO 80222.
III. ADDITIONAL INFORMATION
Access to site will be arranged with the Refuge Manager. Utility locates are the responsibility of the contractor.
IV. CONFERENCES AND REVIEWS
The Initial Conference shall be held within seven (7) days of Notice to Proceed as directed by the Contracting Officer.
V. SUBMISSION OF PROPOSAL
Submit a Technical and Cost Proposal for all work required in this Statement of Work.
Provide breakout for all work required, such as field work, deliverables, incidentals, transportation, and any other costs.
The Prospective Bidders will be evaluated on engineer involvement in field work, price, ability to meet deadlines, and locality.
Prospective bidders are urged to visit the site and become familiar with existing conditions and ascertain the conditions which affect the work. Failure of the successful bidder to visit the site prior to submitting a bid or proposal on this work will not relieve the successful bidder from completing the project at the bid price. Prospective bidders must make site inspection arrangements with the Station Manager (David Lucas) at RMA Visitor Center, Phone (303) 729-2202.
