About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) for a modification to Contract W52P1J21C4001 with iSOFT Solutions LLC. The modification provides Video Teleconferencing (VTC) Facilities Maintenance services, including maintenance, troubleshooting, and firmware/software upgrades for VTC equipment in Buildings 350 and 390 at the Rock Island Arsenal.

The contract is a Firm Fixed Price service contract needed to meet continuing IT support requirements of the Army Sustainment Command. The total value, including options, is provided. The JOFOC cites FAR 6.302-1(a)(2)(ii)(A) as the authority, noting this is a follow-on contract for highly specialized equipment where award to another source would result in substantial duplication of costs. Market research was conducted through the CHESS ITES-3S contract vehicle, but no other sources were found that met the technical requirements. The Contracting Officer determined the anticipated price is fair and reasonable based on comparison to historical pricing.
