About this file

This justification document requests a task order modification to extend the period of performance and add additional assessments of character-defining building features at Joint Base Myer-Henderson Hall. The current task order awarded to New South Associates in September 2020 assessed one of eighteen building types as a case study, which the installation approved. The modification would add assessments of the remaining seventeen building types through December 2023, using approximately $ in additional funding beyond the original $ award. Assessing additional building types under the existing task order avoids substantial duplication of costs for background research, developing analysis metrics and report formats, and extensive coordination required to familiarize new contractor staff with installation requirements.

Justification and Approval for Other than Full and Open Competition – FAR Part 6

1. Contracting Activity: CEMVS-CT

2. Description of Action: Curation and Archives Analysis Branch (EC-Z) requests a task order modification to W912P917D0012 W912P920F0370 with New South Associates, Inc. The Government projects award for June 2022 and fiscal year 2022, Environmental (VENQ) funds will be used.

3. Description of Supplies/Services: The current task order is assessing 1 of 18 building types at JBMHH for character-defining features as a case study. The installation approves of the case study and its results and wishes for all 18 building types to be assessed similarly. The modification will add 17 building types to the cost of approximately . The original award for this task order was . This modification would add more funding to the total award. This is the only modification requested/executed on this task order.

4. Authority Cited: 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A), Substantial duplication of cost to the Government that is not expected to be recovered through competition

5. Reason for Authority Cited:

(a) New South Associates developed the initial case study for assessing the character-defining features of one building type at JBMHH. The contractor has the format for the analysis and report in place to continue the work across the additional 17 building types at the installation, in addition to the background information already collected in support of the case study. Advertising this project for competitive award would duplicate costs associated with 1) background study, 2) analysis metrics, 3) report formatting and editing. These costs are substantial, with metrics for analysis specific to each company and would likely require a new analysis of the case study by another firm, potentially yielding a fourth duplicated cost. Award to another contractor would also substantially duplicate the efforts of JBM-HH staff by requiring extensive coordination and briefing of new contractor staff to familiarize them with administrative and security measures required by the installation.

The most substantial duplication of effort and cost, as stated above, would be in the background research and coordination to prepare the new contractor to begin to perform the additional character defining features for the additional 17 building types.

Table 1 details the estimated additional costs to the government for the additional kick-off meeting with a new contractor for the purposes of coordination and familiarization of the installation and the project.
