About this file

This is a Performance Work Statement (PWS) for a Combat Marksmanship and Close-Quarters Tactics (CQT) Training Course to be delivered to the United States Marine Corps at Marine Corps Base Camp Lejeune, North Carolina.

The contractor shall provide highly qualified Master/Grand Master-level tactical firearms instructors and Subject Matter Experts to deliver a progressive 30-day training program to a cohort of 30 students (Marines). The training objective is to elevate combat marksmanship and live-fire shoot-house clearance capabilities in accordance with USMC standards. Contract administration and curriculum integration commence on 28 September, with active training execution scheduled between 7 October and 7 November. The training consists of four phased execution blocks: Phase 0 (Planning and Administration), Phase 1 (Advanced Combat Marksmanship—10 days covering weapon platforms, rapid target acquisition, and tactical engagement), Phase 2 (External Tactical Movement—4 days addressing movement techniques and tactical approach), Phase 3 (Internal Close-Quarters Tactics/Shoot House—10 days of live-fire and dry-run instruction in multi-room clearance scenarios), and Phase 4 (Remediation and Scenario Culmination—6 days of targeted remediation and advanced scenario coaching).

The contractor must maintain a strict 1:4 instructor-to-student ratio, providing a minimum of eight fully qualified instructors. Key personnel qualifications include verifiable competitive marksmanship credentials (USPSA/IPSC Grand Master classifications or national match champion distinctions), USMC marksmanship doctrine and assessment expertise from programs such as JMAP, AMTP, or IMTP, direct operational experience as former Infantry Weapons Officers or combat instructors with CQT deployments, minimum three years of verified tactical shooting instructional experience within the last five years, and prior working knowledge of MCB Camp Lejeune range complexes. Deliverables include daily training hot-washes to platoon leadership, a comprehensive Digital Diagnostic Assessment Log within three business days of course completion detailing objective time-and-accuracy metrics for each Marine, and Certificates of Completion for all students meeting course requirements.

The Government retains 100% operational authority and safety responsibility, providing all facilities, ammunition, training equipment, operational weapons platforms, optical systems, protective equipment, training support personnel, transportation, and lodging. The contractor shall not bear operational responsibility for range safety; Government-assigned Officers in Charge and Range Safety Officers maintain final stop-fire authority. Base access requires processing through the Contractor Vetting Office in Building 818, with temporary credentials issued upon submission of two approved identity proofing documents, company Letter of Authorization, and registered military sponsor data for operations of 60 days or less. Vehicle access requires valid registration and insurance meeting North Carolina state minimums and entry through authorized inspection lanes.
