About this file

This is a Justification and Approval (J&A) document for a sole-source IDIQ contract to Carbon Asset Solutions (CAS) for soil measurement services using Mobile Inelastic Neutron Scattering (MINS) technology, with a $3 million ceiling over a 5-year ordering period. The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) requires these services to collect soil measurement data across multiple DoD installations using MINS technology, which provides significantly faster and more accurate measurements compared to traditional soil core sampling methods.

The J&A explains that CAS holds exclusive license from USDA for the MINS technology, which can measure 64 acres per hour and complete 5,000 acres in 8 days (versus 50 days for traditional methods) at 20% of the cost while providing better data coverage. Traditional methods cost around $50/acre and only sample 0.00007% of the total soil area, while MINS provides uniform surface coverage with ISO 14064-2:2019 & ISO 14064-3:2019 certifications. A pre-solicitation notice was posted on SAM.gov from November 22-December 6, 2023, with no responses received. The contract was awarded in February 2025, following a review to ensure compliance with new Executive Administration policies related to Army installation resilience/readiness sustainment.

Text version

*this J&A was approved in June 2024 and the resultant award was finalized in February 2025. In between those dates USACE DTO 25-01-27b was enacted resulting in a review of the requirement/contract package for compliance, That review determined that there is background need for these services that complies with the new Executive Administration policies (related to Army Installation resilience/readiness sustainment). Both the final award and this J&A were subsequently revised to remove reference to a secondary background need that does not comply with the policies stated in the DTO.
