Limited Pre-Renovation Lead Base Paint, Asbestos Containing Materials & PCB Inspection Report www.azardzn.com | Hispanic MBE / DBE

December 10, 2025

Jerry Young, P.E., LEED AP Senior Associate Erdman Anthony 11 Central Hill Dr., Suite 105 Latham, NY 12110

Re: Limited Pre-Renovation Lead-Based Paint, PCB and Asbestos Containing Materials

Summary Report SPAC School of the Arts – HVAC Upgrades

Saratoga Springs, New York 12866

Dear Mr. Young, On November 7, 2025, Azar Design Co., P.C. (formerly Foit-Albert Associates, Architecture, Engineering and Surveying, P.C.) (Azar) conducted a Limited Pre-Renovation Inspection (Inspection) for lead-based paint (LBP), polychlorinated biphenyls (PCBs), and suspect asbestos-containing materials (ACMs) at the above-referenced location (Site). The Inspection was performed in conjunction with proposed improvement activities as presented within the project scope, which includes upgrading the building’s existing HVAC systems to high-efficiency electric heat pump units, replacing associated condenser and evaporator components, modifying roof penetrations related to removal of existing gas vents, and upgrading electrical service and distribution to support the new all-electric equipment.

Lead Based Paint Inspection Methodology

Azar utilized limited destructive methods to collect representative paint chip samples from materials subject to potential disturbance at the Site. The samples were characterized by location and visible color. The samples were collected and relinquished to Paradigm Environmental Services (Paradigm), of Amherst, New York, through chain-of-custody protocol for Inductively Coupled Plasma (ICP) analysis. Paradigm is an approved New York State Environmental Laboratory Approval Program (NYS ELAP) laboratory and maintains accreditation through the American Industrial Hygiene Association (AIHA) and/or the National Voluntary Laboratory Accreditation Program (NVLAP). The Environmental Protection Agency (EPA) defines https://url.avanan.click/v2/___http:/www.azardzn.com___.YXAzOmZvaXQtYWxiZXJ0OmE6bzplMzBlYTFhMDUwYzMzYWMyZDI0M2I1NDdiZDYwMTM3MTo2OmUwZmI6ZWM3ZDE2ODE5NzI2NjM2MDBmZDM2NzlmMWJkZDdkNDllZDE0MjkxN2ViYjMyMGFhMmE3NmY1NDA1M2Q1N2E4MjpwOlQ6Tg

Limited Pre-Renovation Inspection Summary Report

Saratoga Springs, New York

LBP as paint containing zero-point five percent or greater (>0.5%) lead by weight. The sample location is depicted on the attached Sample Location Maps.

Lead Based Paint Results and Conclusions

Azar collected five (5) representative paint chip samples from surfaces throughout the Site subject to potential disturbance. ICP analysis determined that none of the samples submitted and analyzed contained lead concentrations exceeding 0.5% by weight.

A summary of the materials sampled and analyzed for lead is provided in Table 1.

Polychlorinated Biphenyl Inspection Methodology

In order to determine the absence or presence of PCB compounds, Azar utilized limited destructive methods to collect suspect PCB-containing materials which included caulk, glazing, or other sealant on building components that are subject to potential disturbance. The inspection was performed in conformance with all applicable federal, state, and local rules, laws, regulations, and/or guidelines. The US EPA’s specified limit for PCB content/concentration is 50 ppm (parts per million) or 50 mg/kg (milligrams per kilogram) by weight. The sample locations are depicted on the attached Sample Location Maps.

The samples were collected and relinquished to Paradigm, through chain-of-custody protocol for laboratory analysis using EPA Method 8082, Gas Chromatography (GC). The laboratory results are reported in mg/Kg (milligrams per kilogram) which equates to ppm (parts per million).

PCB Results and Conclusions

Azar collected 15 suspect PCB containing materials subject to potential disturbance throughout the Site. Based on the laboratory analysis of the PCB samples submitted, GC analysis determined that none of the samples submitted and analyzed contained a PCB concentration in excess of 50 ppm or 50 mg/kg by weight.

A summary of materials analyzed for PCBs is provided in Table 2 of the Attachments.

ACM Inspection Methodology

The Inspection, conducted by Kurt Knoell of Azar Design Co utilized limited destructive methods to collect representative samples of homogeneous suspect ACMs at areas throughout the Site that could be subject to potential disturbance during proposed renovation activities. Mr. Knoell https://url.avanan.click/v2/___http:/www.azardzn.com___.YXAzOmZvaXQtYWxiZXJ0OmE6bzplMzBlYTFhMDUwYzMzYWMyZDI0M2I1NDdiZDYwMTM3MTo2OmUwZmI6ZWM3ZDE2ODE5NzI2NjM2MDBmZDM2NzlmMWJkZDdkNDllZDE0MjkxN2ViYjMyMGFhMmE3NmY1NDA1M2Q1N2E4MjpwOlQ6Tg is EPA-accredited Asbestos Hazardous Emergency Response Act (AHERA), and New York State Department of Labor (NYSDOL) certified asbestos building inspectors (NYSDOL certification #25-6T6Z6-SHAB). The Inspection was conducted in accordance with EPA National Emissions Standards for Hazardous Air Pollutants (NESHAPS), the Occupational Safety and Health Administration’s (OSHA) regulation 29 CFR 1926.1101, and NYSDOL Part 56, Title 12 of the Official Compilation of Codes, Rules, and Regulations of the State of New York (Code Rule 56).

The following summarizes the sampling protocol applied:

• A minimum of two (2) samples were collected from each readily visible and accessible suspect homogeneous non-surfacing material in accordance with Code Rule 56.

• Homogeneous materials were quantified, assessed for condition, and collected following AHERA procedures. Each sample was assigned a unique identification number, logged, and relinquished under proper chain-of-custody protocol to Paradigm Environmental Services (Paradigm) for laboratory analysis. Paradigm is certified by the National Institute of Standards and Technology (NIST) and are participants under the National Voluntary Laboratory Accreditation Program (NVLAP), and New York Environmental Laboratory Approval Program (ELAP).

• Samples were analyzed using polarized light microscopy (PLM), in accordance with New York State Department of Health (NYSDOH) ELAP Method 198.6. Per Code Rule 56, all non-friable organically bound samples analyzed by PLM reported as “Inconclusive-Trace” or “Inconclusive-No Asbestos Detected” were further analyzed by transmission electron microscopy (TEM), in accordance with NYSDOH ELAP Method 198.4. As per instructions from Azar, the laboratory completed the analysis using “positive stop” methodology. The “positive stop” analysis method processes the first sample and if determined through laboratory analysis to be ACM, the second duplicate sample(s) of the homogeneous sample grouping will not be advanced for further analysis.

ACM Inspection Results and Conclusions

Azar collected a total of 91 samples from 32 homogeneous materials from the Site. Sampled materials included putty (non-friable), vent sealant (non-friable), penetration sealant caulking (non-friable), furnace exhaust vent and fresh air vent sealant caulking (non-friable), ceiling tile (friable), floor tile (non-friable), floor tile mastic (non-friable), cove base mastic (non-friable), https://url.avanan.click/v2/___http:/www.azardzn.com___.YXAzOmZvaXQtYWxiZXJ0OmE6bzplMzBlYTFhMDUwYzMzYWMyZDI0M2I1NDdiZDYwMTM3MTo2OmUwZmI6ZWM3ZDE2ODE5NzI2NjM2MDBmZDM2NzlmMWJkZDdkNDllZDE0MjkxN2ViYjMyMGFhMmE3NmY1NDA1M2Q1N2E4MjpwOlQ6Tg asphalt shingles (non-friable), roof sealant (non-friable), drywall (friable) and joint compound (friable).

The EPA and OSHA define material as asbestos containing if an asbestos content of one percent (>1%) or greater is detected in a representative sample. As a result of laboratory analysis, it was determined that asbestos concentrations in excess of one percent (>1%) or greater were identified in three (3) of the samples processed. Asbestos was identified in the following materials:

• Grey putty on the supply air plenum connection on top of the furnace within Office Furnace Room. Samples ACM-20 (concentration 7.9%); and duplicate sample ACM-21;

positive stop employed.

• Grey putty on the supply air plenum connection on top of both furnaces within Studio 1 and Studio 2 Furnace Room. Samples ACM-41 (concentration 10%); duplicate samples ACM-42 and ACM-43; positive stop employed.

• Grey putty on the supply air plenum connection on top of the furnace within Studio 3 Furnace Room. Samples ACM-62 (concentration 5.1%); duplicate sample ACM-63 and ACM-64; positive stop employed.

A summary of the material sampled and analyzed for asbestos is provided in Table 3, while Table 3A in the Attachments presents a summary of materials identified as asbestos containing through laboratory analysis.

If building renovation activities are planned in areas where ACMs have been identified, these materials must be removed and disposed of in accordance with regulatory standards. A New York State certified asbestos project designer, or other qualified professional must prepare a detailed abatement plan describing the required containment, removal, and disposal procedures, as well as safety measures to protect workers and the surrounding environment.

All abatement activities must be performed by New York State licensed asbestos abatement contractors and conducted in compliance with federal, state, and local regulations, including the OSHA Asbestos Construction Standard (29 CFR 1926.1101), the U.S. EPA NESHAP, and Code Rule 56.

Should the scope of work change, or if additional materials which have not yet been sampled are encountered during demolition, materials should be assumed to be lead, PCB and/or asbestos containing until laboratory analysis proves otherwise.
