About this file

This is Addendum 1 to the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) Request for Sealed Bids for the Niagara Region Paving project (Contract D006540). The addendum addresses paving improvements to roads, parking lots, and paths across three State Parks: Niagara Falls State Park, Wilson-Tuscarora State Park, and Golden Hill State Park in Niagara and Erie Counties. A pre-bid meeting is scheduled for June 2, 2026 at 11:00 AM at DeVeaux Woods State Park in Niagara Falls, New York. Requests for Information must be submitted by 5:00 PM on June 5, 2026. Sealed bids are due by 9:30 AM on June 18, 2026, with public bid opening via WebEx at 10:00 AM the same day. Project completion is required within 120 days after contract approval by the NYS Comptroller's Office. The main project cost estimate ranges from $641,475 to $867,878, with three alternates: Alternate 1 ($38,250–$51,750), Alternate 2 ($85,000–$115,000), and Alternate 3 ($119,000–$161,000).

Bidders must register with the New York State Bureau of Public Work and Prevailing Wage Enforcement, submit a Gender-Based Violence and the Workplace Certification form, and provide an Executive Order No. 16 certification prior to contract award. A bid security requirement of $37,733.00 is mandatory, and the successful bidder must provide Performance Bonds and Labor and Material Bonds equal to 100% of the contract amount. The procurement includes MWBE set-aside designations with participation goals of 21% for Minority-Owned Business Enterprises (MBE) and 9% for Women-Owned Business Enterprises (WBE). Under Public Building Law Section 8(6), a responsible and reliable NYS-certified MWBE firm submitting a bid within ten percent of the lowest bid may be deemed the apparent low bidder if the bid does not exceed $1,737,918. No business enterprises have been awarded an identical or substantially similar procurement contract within the past five years. The contract is subject to approval by the New York State Office of the Attorney General and the Office of the State Comptroller.
