About this file
This Statement of Work (SOW) details a service agreement for the National Center for Advancing Translational Sciences (NCATS) to obtain maintenance for four IonField 1536 TipCharger cleaning stations and a PurePLATE MCS plate washer. The equipment is critical for high throughput screening operations, specifically cleaning pintool pins using room temperature plasma technology to prevent cross-contamination during compound transfer across approximately 500 assay plates weekly.
The contract includes a base 12-month period with one 12-month option period, covering labor, hardware replacement, and annual preventative maintenance. The cleaning stations are located in various laboratory equipment including a Hamamatsu FDSS, Core Lab Pin Tool Station, Molecular Devices FLIPR, and a backup unit. All service must be performed by IonField Systems-certified technicians, with a requirement to submit a service report within 24 hours of any maintenance visit. The contractor is responsible for all shipping costs and must provide on-site repairs or remote guidance for equipment replacement, assuming full responsibility for any potential damage during unit swaps.

STATEMENT OF WORK (SERVICES)
(SOW)
GENERAL INFORMATION
Title of Project:
Service Agreement for Four IonField 1536 Cleaning Stations with TipChargers and the Pureplate MCS System
Statement of Need and Purpose:
The National Center for Advancing Translational Sciences (NCATS) Division of Preclinical Innovation (DPI) RSC group requires a service agreement for instruments used in the High Throughput Screening lab. A key element of high throughput screening is the addition of compounds into plates. A critical piece of equipment used at NCATS to do so is a pintool, which can rapidly add a fixed amount of compound to a plate at one time through capillary action.
After this compound addition step, the most critical portion of operating a pin tool is to clean the pins off to prevent cross contamination once it is time for them to be used again. The purpose of this acquisition is to obtain service agreements on the IonField 1536 TipChargers, the main component of the TipCharger where the pins are actually cleaned. The TipCharger utilizes room temperature plasma technology to quantitatively clean pins better than the traditional solvent based wash methods.
There are several key electrical and other components within the controller and the TipCharger itself which need to be maintained and in working order to continue to allow NCATS to generate quality data. Having the service agreement and preventative maintenance (PM) will ensure the device and all of its parts will be repaired in a timely manner when necessary minimizing down time therefore allowing the important research to continue uninterrupted.
Objective:
This request is for a contractor to provide a base year service agreement with 1 option year on 4 of the 1536 TipCharger cleaning units and a PurePLATE MCS plate washer which are integrated onto the Hamamatsu FDSS7000EX on the Tox robot and one of the pintools on the primary robotic screening system respectively.
This superior washing method has greatly reduced compound carryover from plate to plate, produces cleaner data, minimizes contamination to cells, is beneficial for assays which have DMSO sensitivity and additionally has significantly cut back on the amount of DMSO solvent waste we are producing. This has benefited the Tox21 group and other biology groups at NCATS immensely when running calcium channel assays on the FDSS and has severely cut down on the amount of rescreens necessary which helps avoid wasting additional time, reagents and consumables.
The TipCharger integrated onto the pintool on the primary screening robot is in use on a daily basis and cleans the pins used for compound transfer on approximately 500 assay plates each week. It is imperative that this piece of equipment is covered under a service agreement which includes hardware replacement, labor and a preventative maintenance (PM) visit.
Period of Performance:
Base Period: 12 months after award, with one 12-month option period
SCOPE OF WORK
General Requirements:
Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below:
Specific Requirements:
Service Agreement for IonField 1536 TipCharger – Hamamatsu unit
Service Agreement for IonField 1536 TipCharger – Pin Tool unit
Service Agreement for IonField 1536 TipCharger – FLIPR#2 unit
Service Agreement for IonField 1536 TipCharger – Backup unit
Service Agreeent for PurePLATE MCS plate washer
Unit 1 is installed in a Hamamatsu FDSS, Unit 2 is installed in the Core Lab Pin Tool Station, Unit 3 is installed in the newer Molecular Devices FLIPR.
Unit 4 is a newer 1536 TipCharger purchased with the newer FLIPR. All listed units are included in Item 1.
The quoted backup 1536 TipCharger was covered under warranty through the end of FY 2021. It is added to the Service Agreement in the renewal periods.
Cleaning stations and controllers needing repair have to be returned. Turn around for a controller repair is typically one to two days. Repair of a cleaning station can take one to two weeks if the parts needed are in inventory. If parts are not in inventory, electrodes take a minimum 8 weeks to build and one to two weeks to install and test.
Item #2 is proposed to provide on-site back up to minimize downtime. All these units are critical to lab operations.
As the backup 1536 TipCharger has been purchased, contractor would install the backup cleaning station/controller at the same time they inspect and remove any station/controller needing repair and would require assistance from NCATS staff for alignment. Optionally, contractor would provide phone support for NCATS staff while they remove a cleaning station and replace it with the back-up cleaning station.
The hardware does not have any components needing end user adjustment. Products covered by the service agreement shall be inspected annually to assess system status and check performance.
All service must be provided by IonField Systems-certified technicians.
LEVEL OF EFFORT:
N/A
GOVERNMENT RESPONSIBILITIES
NCATS will provide access to all IonField 1536 TipCharger plasma pintool cleaning units.
DELIVERY OR DELIVERABLES
Contractor shall provide one year of maintenance on the TipCharger Plasma cleaning units integrated onto the Hamamatsu FDSS as well as on the pintool on the primary screening system. For one year, plus 1 option year, contractor shall provide labor, hardware replacement when necessary and a yearly preventative maintenance on the 4 TipCharger Plasma cleaning devices and the PurePLATE MCS. Additionally, if a TipCharger cleaning station needs to be repaired contractor shall either guide NCATS on swapping that particular unit with the backup cleaning station or perform the swap with NCATS assistance when inspecting a 1536 Cleaning station needing repair (please see comments under In-Field Service for further clarifications).
REPORTING REQUIREMENTS
Within 24 hours of any PM visit or repair contractor must submit a complete service report to NCATS Point of Contact, that clearly describes the condition of each unit inspected or serviced and any recommendations for upgrades if applicable.
OTHER CONSIDERATIONS
Travel:
Government is not responsible for travel.
Shipping If the equipment needs to be shipped to the contractor for service the contractor is responsible for all shipping costs, including packing and crating as required. All items should be shipped insured unless contractor assumes all responsibility for shipped items.
In Field Service The contractor shall report to NCATS site to analyze and make any adjustments and or repairs. If this is done remotely and there is a need for a unit to be shipped, a tech shall respond to make the swap of the reserve tip unit. In the event the contractor does not or cannot respond and if they decide to instruct NCATS staff on the process for switching out the units, the contractor is fully responsible for any damage caused to the exisiting unit or the replacement unit caused by their decision to proceed by phone instructions.
