About this file
This is a Questions and Answers document for federal contract solicitation 1305M226Q0224 addressing a roadway and parking area resurfacing project at a National Weather Service (NWS) facility.
The Government will not provide estimated square footage quantities or detailed specifications for milling depth, base repairs, or other scope items prior to award. Contractors are responsible for determining all quantities independently during a mandatory August 3 site visit, with NWS providing only a site map indicating areas to be resurfaced in black. The work scope includes milling at depths between 1.5 to 3 inches based on DOT standards, with contractors expected to assess road conditions and structural integrity on-site to determine actual milling depth and base repair requirements. The Government has clarified that base/subbase repairs will not receive a quantity allowance; instead, contractors should identify repair needs by observing alligator cracking, depressions and ruts, standing water, and patchwork areas. Additional scope clarifications specify that all wheel stops must be replaced (observed to be 3 severely damaged units), 2 handicap signs and posts require replacement, storm drain corrections may be achieved by either raising asphalt elevation or adjusting/replacing the storm drain structure, and all pavement markings must strictly use thermoplastic and epoxy materials—standard traffic paint is not acceptable. Regarding payment protection, contractors should review the solicitation clauses for requirements regarding payment bonds or irrevocable letters of credit. The project budget was determined through market research and estimates from vendors who conducted previous site visits.

Q&A 1305M226Q0224
1. Are there any drawings, site plans, maps, or estimated square-footage quantities available for the roadway and parking areas to be resurfaced?
a. This was to be determined by the vendor during the site visit. NWS does not have square footage available, but will include a site map with the areas to be resurfaced indicated in black.
2. Does NOAA have an estimated quantity or approximate area anticipated for milling, paving, base repairs, curbing, culvert repairs, and striping?
a. This was to be determined by the vendor during the site visit. NWS does not have resurface indicated in black.
3. Are contractors expected to determine all quantities independently during the August 3 site visit?
a. Yes
4. For areas with structural/base failure, should contractors include an estimated allowance in the firm-fixed price, or will the Government provide additional quantities/details following the site visit?
a. No
5. Please confirm the required payment protection may be satisfied with an Irrevocable Letter of Credit in lieu of a payment bond, submitted within 10 days after award.
a. Please review the clauses which will address this.
6. My associate has inquired as to the square footage of the work to be done. I already understand the work constitutes 1.5 to 3 inches asphalt work and striping. Would you be so kind as to clarify the area of the worksite needing to be done?
a. This was to be determined by the vendor during the site visit. NWS does not have
7. SOW 3.2.2 indicates a milling depth of 3.81 cm to 7.62 cm (1.5" to 3"). What exact depth should be used for the base bid? Should contractors assume a standard 3.81 cm (1.5") mill and overlay?
a. The 1.5 to 3 inches was based on DOT standards and typical milling depths. The site visit was intended to be used by the vendor as a way to determine the necessary milling depth based on road conditions, structural integrity and the possible need for base repairs.
8. SOW 3.2.2 requires excavating and repairing base material in areas of structural failure.
The necessary volume is unquantifiable prior to milling. Will the Government provide a quantity allowance for base/subbase repairs so all contractors bid uniformly?
Alternatively, will additional depth repairs be handled via change order unit prices, or should the scope reflect a uniform 10.16 cm (4") repair depth throughout?
a. No, the budget for this project was determined by market research and estimates provided by vendors that performed previous site visits. Based on the previous interactions with qualified vendors, vendors should be able to determine if base/subbase repairs are required by looking for the following:
i. Alligator Cracking: Shows the base has broken down,
ii. Depressions and Ruts: Mean the subbase has sunk or shifted
iii. Standing Water: Points to poor drainage and a weak subbase.
iv. Patchwork Areas: Old patches often hide deeper base failures.
9. SOW 3.2.3 regarding the storm drain in front of the Inflation Building: Please confirm if a minor adjustment to the asphalt elevation is acceptable without physically adjusting the storm drain structure.
a. The storm drain correction can be corrected by either method, raising the asphalt elevation or adjusting/replacing the storm drain itself.
10. SOW 3.2.4 references thermoplastic and epoxy markings. Please confirm if all markings strictly require these materials or if standard traffic paint is acceptable.
a. The Government confirms that standard traffic paint is not an acceptable substitute for the permanent pavement markings specified in SOW 3.2.4. All final pavement markings must strictly adhere to the thermoplastic and epoxy requirements outlined in the solicitation.
11. SOW 3.2.4 requires installing new wheel stops as required. We observed 3 severely damaged stops. Will the Government establish a set quantity for replacement so quotes are evaluated equally?
a. Please include replacement of all of the wheel stops in your estimate.
12. SOW 3.2.4 requires signage replacement. What specific criteria and type (e.g., ADA signage) dictate replacement, and does this include replacing the signposts?
a. There are 2 handicap signs and posts that will need to be. Replaced.
13. Do you have the square footage of the area to be milled and paved?
a. This was to be determined by the vendor during the site visit. NWS does not have
14. Can you provide the total square footage?
a. This was to be determined by the vendor during the site visit. NWS does not have
