INSTRUCTIONS TO OFFERORS
RESOLUTE SENTINEL 23 - PERU
1. Offerors must submit their proposal to the Contracting/Ordering Officer at e-mail address christian.dominguez1@usmc.mil no later than June 12 2023, 0900 AM Eastern Standard Time.
The time period for questions ends Friday, June 9th, 2023 at 2 PM.
2. Contractors bear the burden of ensuring that quotes reach the designated individual provided above, on-time and in the form of an e-mail in order to be considered for award. All pages of the quote must reach the designated officials above before the deadline specified in this RFQ. Contractors must ensure that all documentation provided is understood; if there are any questions, please contact the Contracting Officer for clarification. Contractors bear the risk of non-receipt of electronically transmitted quotations and should confirm receipt.
3. Pricing.
a. Please submit a quote within the solicitation document or detached with itemized pricing and total pricing.
b. If submitting a substitute item or service, the explanation required by contract Section H-2 “Ordering” shall include documentation (i.e. picture, drawings, technical data) to support the Government determination of technical adequacy. Contractor should make every effort to notify Contracting Officer prior to submission of the RFQ.
c. If a modification is later required to increase/decrease quantities of services originally placed on the purchase order, the Government will evaluate individual ELINs for fair and reasonableness.
d. If any items are being provided at no cost, please indicate so, otherwise the assumption is those items are not being proposed.
e. Contractors shall provide a mobilization schedule for services incorporated in the RFQ. However, the mobilization schedule shall meet the needs of the requirement, at the minimum.
EVALUATION CRITERIA
1. The Government will make award on the basis of Best Value, and Other Factors.
These factors are Price, Technical Acceptability, and Past Performance. The Government reserves the right to make multiple task orders from this RFQ solicitation. A complete quote must be received for consideration. A complete quote consists of the completion and submission of the following items: the completed RFQ, past performance history, and a capabilities statement. The following factors shall be used to evaluate quotes: (1) price; (2) past performance; (3) technical acceptability.
a. 1) PRICE: The price quoted must reflect unit prices and overall total price. All quotes must be the Contractor’s Best Pricing. All quoted pricing shall be in United States Dollar (USD), with a maximum of two (2) decimal points. Offeror’s price will be evaluated for reasonableness based on competition or price analysis.
b. 3) TECHNICAL ACCEPTABILITY: Contractors are hereby notified that their offer MUST meet ALL requirements of the ELIN and the ELIN Changes and Additional Requirements of the solicitation. Failure to satisfy any one, or a combination of, or all will render the ELIN(s) offered as “Unacceptable”.
c. 2) PAST PERFORMANCE: The vendor must provide evidence of having completed the same or similar services presented in this solicitation. In the event that a vendor has no past performance history they will identify that in their solicitation and still be considered for award.
2. If the Contracting/Ordering Officer determines that the lack of balanced pricing poses an unacceptable risk to the Government, the Contracting/Ordering Officer may reject the offeror’s proposal. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly over or understated.
