About this file

This is an executed agreement document between Escambia County Board of County Commissioners and an architectural and engineering firm for the Century Community Shelter project (CDBG-DR HS020). The agreement was executed on August 12-13, 2024, as evidenced by DocuSign signatures dated 8/12/2024 and 8/13/2024. The project involves professional architectural design services and limited construction administration for a new single-story, approximately 16,000 square-foot community multi-purpose facility and evacuation shelter located at the former Century High School Gym building at 720 East Hecker Road in Century, Florida. The facility will be designed to withstand Category 5 hurricane forces and serve as an EHPA-compliant shelter for emergency sheltering, food and water distribution, supply storage, and post-disaster recovery and community health services. The selected firm must employ at least one registered Florida architect and one registered Florida civil engineer with knowledge of current Florida Building Code and local regulations. The project encompasses retrofitting, hardening, and elevating structures to meet critical facilities mitigation requirements and resilience standards.

The agreement is funded through Community Development Block Grant-Disaster Recovery (CDBG-DR) federal funding administered through the U.S. Department of Housing and Urban Development. The contract includes mandatory compliance with federal Section 3 provisions requiring that employment and economic opportunities be directed to low and very low-income persons, with minimum numeric goals of 25 percent of total project hours performed by Section 3 workers and 5 percent by Targeted Section 3 workers. The selected contractor must comply with E-Verify requirements and maintain General Liability insurance of $1,000,000 with $2,000,000 aggregate coverage and Professional Errors and Omissions coverage of $2,000,000/$4,000,000. The contract value is not specified in the executed agreement document; however, all standard federal contract provisions and noncompliance remedies, including potential contract termination for default or debarment from future HUD-assisted contracts, apply to this engagement.
