About this file
This document is a combined synopsis/solicitation for a commercial item procurement. The National Institute on Drug Abuse (NIDA), on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), intends to award a firm-fixed-price purchase order without full and open competition to Skope MR Inc. for a Brain Coil Array Upgrade for the Siemens Terra 7T MRI Scanner, including a three-year service contract. The coil will consist of 64 high-density receive elements to dramatically increase signal sensitivity. The acquisition is non-competitive due to the requirement to integrate the coil with the existing Siemens scanner, which Skope is the exclusive manufacturer and vendor. The Government anticipates award within 60 days of the August 28, 2024 response due date. The evaluation will be based on technical capability, price, and past performance. There are no set-aside restrictions.

STREAMLINED SOLICITATION FOR COMMERCIAL ITEMS
NON-COMPETITIVE
COMBINED SYNOPSIS / SOLICITATION
Title: Brain Coil Array Upgrade for the Siemens Terra 7T MRI Scanner including additional three-year service contract
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number is 75N95024Q00527 and the solicitation is issued as a request for quotation (RFQ).
This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures;
FAR Subpart 13.5— Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold.
THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS
SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT
PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to Skope MR Inc. – N5357 State Road 89, Lake Mills, WI 53551 for Brain Coil Array Upgrade for the Siemens Terra 7T MRI Scanner including additional three-year service contract.
This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR Subpart 13.5—Simplified Procedures for Certain Commercial Items and FAR 13.501, Special Documentation Requirements, in accordance with 41 United States Code (U.S.C.) 1901.
Pursuant to FAR Subpart 13.501(a)(1)(iv) the brand-name justification is made publicly available as an attachment with this solicitation. The rationale for the brand-name justification is that he acquisition is to provide an upgrade to NINDS existing Siemens
Terra 7T MRI scanner. The new component will be incorporated into the existing Siemens Terra 7T MRI scanner. Skope is the exclusive manufacturer and vendor of the brain coil. The coil will consist of 64 small densely packed receive coil elements that will dramatically increase signal sensitivity at brain locations closer to the coil elements compared to the whole-brain 32-channel head coil currently in use. The instrument is part of a complicated system with multiple intricate hardware and software interactions that must function flawlessly. The details of many of the parts and interactions are proprietary. Only Skope can provide and fully integrate the required component.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-04, with effective date June 2nd, 2023.
(iv) The associated NAICS code is 423450 - Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers and the small business size standard is 200 employees.
This requirement has no set-aside restrictions.
(v) This requirement is for the following:
- One (1) x NeuroCam 7T Brain Coil
- Three (3) x One Year Service Contract
See Attachment 1 – Purchase Description for complete details and specifications.
(vi) The essential characteristic of the Brain Coil Array Upgrade for the Siemens Terra 7T
MRI Scanner that limit the availability to a brand name is the integration of the new product into NINDS existing scanner. Only this suggested manufacturer can furnish the requirements, to the exclusion of other sources, because the Brain Coil Array Upgrade is manufactured exclusively by Skope.
(vii) The Government anticipates award of a firm-fixed-price purchase order for this acquisition, and the anticipated delivery date is within 60 days after receipt of order (ARO). Delivery will be f.o.b. destination. The place of delivery and acceptance will be 10 Center Drive, Bldg. 10, Room 4C432B, Bethesda, MD 20892.

Version 11-30-2016-1 FAR Part 11—Describing Agency Needs
PURCHASE DESCRIPTION
1. Statement of Need and Purpose: The “NeuroCam 7T Standard” head coil manufactured by Skope is required by users of the Siemens Terra 7T MRI Scanner at the functional magnetic resonance imaging facility (FMRIF) at the Bethesda Campus of the NIH, in order to maximize the signal-to-noise ratio (SNR) of MRI images. Scanning methods are being developed at the FMRIF to increase the resolution of fMRI data acquisition. This increased resolution is typically associated with a significant decrease in SNR, creating a major obstacle to conducting fMRI experiments. The Skope NeuroCam coil will help recover some of the SNR lost by scanning at high resolution.
2. Background Information and Objective: The NeuroCam is equipped with 64 highly sensitive receive elements, which are closely packed and placed optimally around the head to maximize the signal strength. The NeuroCam is also equipped with 8 transmit coils, which will enable parallel imaging. Parallel imaging will increase the speed of data acquisition, which will in turn result in the collection of a larger amount of data per experiment, again enhancing SNR.
3. Generic Name of Product: 64-channel receiver, 8-channel transmit head coil for 7T Terra Siemens MRI scanner.
4. Purchase Description:
Trade name: NeuroCam™ 7Tstandard coil Brand name: NeuroCam™ Manufacturer: Skope Model: NeuroCam 7T Standard
5. Salient Characteristics:
• 64-channel receive elements, tightly spaced around the head to optimize MRI signal strength.
• 8-channel transmit elements to enable parallel imaging. Compatible with the Terra 7T scanner produced by Siemens.
• The coil elements will be placed around the head to maximize the ability of subjects to view stimuli with a wider field of view than the current coil.
• Three one-year service contract options after the one-year original warranty expires.
6. Quantity:
• One (1) x NeuroCam 7T Brain Coil
Version 11-30-2016-1 FAR Part 11—Describing Agency Needs
• Three (3) x One Year Service Contract
