STREAMLINED SOLICITATION FOR COMMERCIAL ITEMS
COMPETITIVE
COMBINED SYNOPSIS / SOLICITATION
Title: Tecniplast Caging Equipment or Equal
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number is 75N95024Q00569 and the solicitation is issued as a quotation (RFQ). This acquisition is for a commercial item and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, FAR 13.5 – Simplified Procedures for Certain Commercial Products and Commercial Services, and FAR Part 12 – Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-06, with effective date 08/29/2024.
(iv) The associated NAICS code 334516 Analytical Laboratory Instrument Manufacturing and the small business size standard is 1,000 employees. This requirement is a small business set-aside procurement.
(v) The National Institute of Neurological Disorders and Stroke (NINDS) is a part of the National Institutes of Health (NIH), conducting research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease.
The Animal Health Care Section (AHCS) of the National Institute of Neurological Disorders and Stroke (NINDS) is tasked with veterinary care, management, and oversight of the Building 35 SAF. The Building 35 SAF currently houses approximately 16,000 mouse and rat cages, consisting primarily of mice. The rodents housed in these cages are used by numerous NIH Institutes and Centers (ICs) to carry out their research missions. The institutes and centers sharing in this research endeavor are:
• National Institute of Neurological Disorders and Stroke (NINDS)
• National Institute of Mental Health (NIMH)
• National Institute on Deafness and Other Communicative Disorders
(NIDCD)
• National Institute of Dental and Craniofacial Research (NIDCR)
• National Institute of Child Health and Human Development (NICHD)
• National Eye Institute (NEI)
• National Institute on Aging (NIA)
• National Human Genome Research Institute (NHGRI)
• National Center on Complimentary and Integrative Health (NCCIH)
• National Institute of Biomedical Imaging and Bioengineering (NIBIB)
The Building 35 SAF requires additional Tecniplast 1145T Blue Line mouse caging equipment, Green Line rat cages, and racks for transporting and washing these items.
Rodent cage equipment, while durable, experiences wear and tear time over time and must be replaced with new equipment for our operations to continue. Additionally, AHCS requires racks and trolleys to transport rodent cage equipment between the cagewash area and animal holding rooms, and hold that equipment while it is being washed.
(vi) The purpose of this acquisition is to procure equipment to replace worn and broken caging manufactured by Tecniplast, and to procure racks for transporting and washing that equipment in our cagewash facility. The equipment procured must be interchangeable and compatible with our existing Tecniplast 1145T “Blue Line” mouse cages and “Green Line” rat cages.
