About this file

This is an evaluation factors document for solicitation HU000125Q0006 that outlines how the government will evaluate quotes for Non-Human Primates (NHPs). The government will conduct a trade-off evaluation between non-price and price factors to determine best value, with the ability to award without discussions.

The evaluation includes three factors in descending order of importance: Technical Experience (most important), Price, and Past Performance (least important). Technical evaluation requires documentation demonstrating ability to meet NHPS specifications and delivery dates. Price evaluation will consider the total proposed cost including NHPs and delivery fees. Past Performance will be evaluated comparatively but not scored, considering relevancy of prior contracts, data context, and performance trends. For quotes rated equally on Technical Experience, Price will be the determining factor. The government is not obligated to select either the lowest priced or highest technically rated offer.

HU000125Q0006 Evaluation Factors

Evaluation

IAW FAR Clause 52.212-2 (Evaluation Factors), the Government intends to award a Purchase Order to the offeror representing the best value to the Government based on the evaluation factors listed below. The Government will conduct a trade-off evaluation between non-price and price factors. The Government is not required to award to the lowest priced offeror or the highest technically rated offer.

The Government reserves the right to award without discussions.

Evaluation Factors

● Technical – Offerors must provide documentation which demonstrates the specifications of the NHPS are met including whether the offeror can meet the specified delivery dates.

At a minimum, the documentation must demonstrate how the technical quote meets the ability to deliver on time and the requirements of the specifications (Attachment #1).

● Price – Offerors must include all applicable pricing in their quote. The Offeror must provide the overall cost of the proposed NHPs and delivery fees that align with the specifications. The total proposed price will be the overall evaluated price.

● Past Performance – IAW FAR 13.106-2(b)(3), if using price and other factors, formal evaluation plans, establishing a competitive range, conducting discussions, and scoring offers are not required. Contracting offices may conduct comparative evaluations of offers, including the evaluation of other factors, such as past performance. The Government will consider the relevancy of past performance information available (per DoDIG definition: relevant regarding a contractor’s actions under previously awarded contracts), source of the information, context of the data, and general trends in the offeror's performance. Although Past Performance information will not be scored, the lack of a relevant performance record will neither be used to the advantage or disadvantage of the offeror.

How Quotes Will Be Evaluated

Technical Experience is more important than Price and Past Performance. Past Performance is the least important evaluation factor. In cases where two or more quotes are equally rated in Technical Experience, Price will be the determining factor.
