About this file

This is a solicitation document (Request for Quote) issued by Marine Corps Installations National Capital Region (MCINCR) for the procurement of Honda Rebel 300 Series Motorcycles on a Firm-Fixed-Price basis. The solicitation number is M0026426Q0171, with an issue date of September 10, 2026, and a quote due date of September 16, 2026, at 9:00 AM. The requirement is restricted to brand-name Honda 300 Series Motorcycles only; alternate makes or models will not be evaluated. Quoters must be certified or authorized resellers/dealers of Honda powersports products and must submit written proof of manufacturer authorization with their quote submission. The acquisition is set aside 100% for Small Business concerns under NAICS code 336991. Award will be made on an all-or-none basis to a single responsible quoter whose quotation represents the best value to the Government utilizing a comparative assessment of technical capability, price, and past performance factors.

The requirement is for three Honda Rebel 300 Series motorcycles, each unit priced and evaluated on a total evaluated price basis. Delivery must occur within 90 calendar days after contract award (FOB Destination) to the Distribution Management Office at Quantico, Virginia, with all units including complete manufacturer documentation and pre-delivery inspection checklists. Payment terms are NET 30, with invoices submitted via Wide Area WorkFlow (WAWF) in accordance with DFARS 252.232-7006. Quoters must demonstrate technical compliance by providing complete manufacturer product data sheets, written verification of Honda's standard warranty (transferable and serviceable at any authorized Honda powersports dealership in CONUS), proof of authorized dealer status, and explicit confirmation of the 90-calendar-day delivery requirement. The Government will evaluate price reasonableness through competitive price analysis and may use secondary analysis techniques if adequate competition is not obtained. Past performance will be assessed using the Supplier Performance Risk System (SPRS) to determine performance risk, with quoters required to demonstrate at least satisfactory performance ratings.
