(End of provision)

52.212-2 ADDENDUM: EVALUATION – COMMERCIAL ITEMS

I. Basis for Award

The Government intent is to make a single Firm Fixed Price order, to a Small Business, provided the quote conforms to this solicitation, is technically acceptable, and provides a fair market price utilizing the procedures in FAR Part 12, in conjunction with FAR Subpart 13.106-2.

Therefore, quoters are cautioned that their initial quotes should contain their best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received. The Government reserves the right to award no contract at all, depending on the quality of offers submitted.

II. Evaluation Criteria

• The Basis for award is OTHER FACTORS and PRICE per FAR 13.106-1(a)(2) and as stated below.

• All quotations or offers will be assessed in the order of lowest price to highest price and the below factors will be used.

Factor 1 – Technical Capability

To ensure technical compliance the Quoter must clearly demonstrate that they can meet the solicitation requirements. The manufacturer’s name, manufacturer’s complete part numbers of all items quoted, period of performance, and capability of meeting required delivery schedule shall be submitted in the quote. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.

Factor 2 – Pricing

The Government will evaluate Quoter’s quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the services will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a mailto:edgar.clark@usmc.mil mailto:kellie.holley@usmc.mil mailto:edgar.clark@usmc.mil mailto:kellie.holley@usmc.mil comparison to the Independent Government Cost Estimate (IGCE) along with any other relevant price analysis techniques.

Reasonableness. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given source selection, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements. Normally, adequate price competition establishes a fair and reasonable price.

Completeness and Accuracy. The Government will review the pricing tables for completeness and accuracy. A determination will be made as to whether the Quoter properly completed the pricing tables. The Quoter’s quote will be checked for mathematical correctness to include the following:

1) Checking arithmetic in all computations; and

2) Ensuring all prices are summarized correctly.

Factor 3 – Past Performance

The Government will evaluate the Quoter’s or Offeror’s past performance using the Supplier Performance Risk System (SPRS), accessible at https://piee.eb.mil. The apparent successful prospective contractor must, at a minimum, demonstrate satisfactory past performance. In addition to SPRS, the Government may consider other relevant data from official sources, including the Federal Awardee Performance and Integrity Information System (FAPIIS). If no SPRS risk assessments are available for a vendor or quoter, the Government will treat the absence of data as neutral in the evaluation process.

In accordance with FAR 13.106-2(b)(3)(ii) and DFARS Subpart 204.76, the Contracting Officer will consider, when available, SPRS-generated assessments of price risk, supplier risk, and item risk as part of the overall award decision.

STATEMENT OF WORK (SOW)

Small Unmanned Aircraft Systems (sUAS) Build and Training Program Statement of Work (SOW)

1.0 Scope

The Contractor shall deliver a comprehensive, 10-day Small Unmanned Aircraft Systems (sUAS) Training Program designed around building, automating, and operating sUAS to rapidly equip United States Marines with the skills necessary to construct, operate, maintain, and instruct others on Group 1–2 sUAS platforms. These platforms shall be compatible with open-source flight control firmware supporting GPS waypoint navigation, autonomous flight modes, and modular component integration, to include First Person Video (FPV) capability.

This initiative directly supports the Marine Corps’ operational readiness by enabling personnel with limited technical backgrounds to rapidly achieve proficiency in sUAS assembly and deployment within a condensed timeframe. The program accelerates force-wide capability to both leverage and counter adversarial drone technologies in dynamic operational environments.

The Contractor shall furnish expendable student kits and instructor materials for each training iteration, ensuring hands-on learning. Instructor materials shall include lesson plans and media, designed for instruction by Marines.

Additionally, the Contractor shall provide a renewable or perpetual license for instructional content to support sustained unit-level training beyond the initial engagement. All training materials and delivery methods must demonstrate adaptability to evolving threat landscapes, regulatory frameworks, and mission-specific requirements across domestic and expeditionary theaters.

2.0 BACKGROUND (Refined)

The proliferation of small Unmanned Aircraft Systems (sUAS) by state and non-state actors presents a rapidly intensifying threat to Homeland security, forward-deployed Marine units, and allied forces. Adversaries increasingly employ sUAS for intelligence collection, precision targeting, and kinetic operations, necessitating an agile and scalable countermeasure strategy.

In alignment with the Secretary of Defense’s directive to ensure U.S. dominance in unmanned systems as a cornerstone of battlefield superiority, this training program advances the Marine Corps’ capacity to maintain technological and tactical overmatch. The initiative supports the strategic imperative to “own the drone battlespace” by cultivating a cadre of Marines capable of building, operating, and instructing on advanced sUAS platforms.

This acquisition directly contributes to the Marine Corps’ Force Improvement and Readiness (FIAR) objectives by fielding a proven train-the-trainer curriculum centered on the Clay Pigeon sUAS—a modular, expendable drone system optimized for rapid assembly and deployment. The program integrates First-Person View (FPV) and GPS-enabled autonomous flight capabilities to simulate realistic operational scenarios, enhancing unit-level preparedness and tactical flexibility.

By institutionalizing sUAS proficiency across the force, this training effort serves as a force multiplier—enabling autonomous adaptation to emerging threats and reinforcing the Marine Corps’ strategic posture in contested environments.
