FAR 52.212-1 ADDENDUM: INSTRUCTIONS TO QUOTERS--COMMERCIAL ITEMS

GENERAL INTENTION. Marine Corps Installations National Capital Region (MCINCR) has a requirement for National Registry Emergency Medical Technician (NREMT) Training. This requirement is in accordance with FAR Part 12 and FAR Subpart 13. Required specifications are listed in Schedule of Supplies/Services within this solicitation. ONLY OPEN MARKET QUOTES WILL BE ACCEPTED.

PROCUREMENT APPROACH: The Contractor’s quoted item descriptions shall reflect the characteristics and level of quality that will satisfy the Government’s need as described in the Schedule of Supplies/Services. A single firm-fixed price award will be issued and it is the Government’s intent to award on an “all-or-none” basis to satisfy this requirement. The Government reserves the right to issue no award at all resulting from this solicitation.

PAYMENT TERMS: NET 30. Invoices must be submitted via the Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7006 which is included in this solicitation.

REQUIRED DELIVERY/PERIOD OF PERFORMANCE: The Government requires a one (1) twelve (12) month base period of performance and one (1) twelve (12) month option periods, beginning at the date of award.

TECHNICAL COMPLIANCE.

To ensure technical compliance:

a) To ensure technical compliance the quoter must clearly demonstrate that they can meet the solicitation requirements. The manufacturer’s name and manufacturer’s complete part numbers of all items quoted shall be submitted in the quote. A mere statement that the quoter will meet the Government’s requirement in NOT sufficient.

b) Clearly state whether the quoter can meet the requested delivery date and/or period of performance.

Vendors who cannot meet the required delivery/period of performance will not be considered technically acceptable.

c) A small business joint venture offeror must submit, with its offer, the representation required in paragraph

(c) of FAR solicitation provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, in accordance with 52.204-8(d) and 52.212-3(b) for the following categories:

(A) Small business;

(B) Service-disabled veteran-owned small business;

(C) Women-owned small business (WOSB) under the WOSB Program;

(D) Economically disadvantaged women-owned small business under the WOSB Program; or

(E) Historically underutilized business zone small business.

It is highly recommended to paste the provisions in a separate Word document, complete the representation, and submit along with the quote in lieu of completing the representations in the SF 1449.

SUBMISSION OF QUOTES. Quotes shall be submitted no later than the time and date specified on Block 8 of page 1 of the SF1449 solicitation. Quotes shall be submitted electronically via email to Contract Specialist Edgar Clark at edgar.clark@usmc.mil and/or Contracting Officer Kellie Holley at kellie.holley@usmc.mil. Vendors are responsible for ensuring their quotes have been received via email by the Contract Specialist Edgar Clark at edgar.clark@usmc.mil and/or Contracting Officer Kellie Holley at kellie.holley@usmc.mil by the date and time specified in Block 8 on Page 1 of this solicitation. Delivery delays that cause a quote to be late are not the responsibility of the Government agency.

CONFIDENTIAL INFORMATION: The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and quotes/proposals submitted to federal agencies. If a Quoter’s submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain “trade secrets and commercial or financial information” (5 USC 552(b)(4)), the Quoter should mark its submissions in the following manner:

52.212-2

52.212-2 ADDENDUM: EVALUATION – COMMERCIAL ITEMS

I. Basis for Award

The Government intent is to make a single Firm Fixed Price order, Unrestricted – available to Other Than Small Businesses and Small Businesses, provided the quote conforms to this solicitation, is technically acceptable, and provides a fair market price utilizing the procedures in FAR Part 12, in conjunction with FAR Subpart 13.106-2.

Therefore, quoters are cautioned that their initial quotes should contain their best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received. The Government reserves the right to award no contract at all, depending on the quality of offers submitted.

II. Evaluation Criteria

• The Basis for award is OTHER FACTORS and PRICE per FAR 13.106-1(a)(2) and as stated below.

• All quotations or offers will be assessed in the order of lowest price to highest price and the below factors will be used.

Factor 1 – Technical Capability To ensure technical compliance the Quoter must clearly demonstrate that they can meet the solicitation requirements. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.

Factor 2 – Pricing

The price quote should avoid ambiguities of inclusion, exclusion, or content. Quoters shall provide pricing for a period of twelve (12) month base period, with provisions for one (1) 12-month option periods. The prices for all option items will be evaluated in accordance with FAR 52.215-5, Evaluation of Options. The Government makes no guarantee that the option periods will be exercised. It will be the Government’s unilateral right to exercise any option periods providing that the Notice of Intent is provided to the contractor within the time period specified in FAR 52.217-7 and 52.217-9 of the contract and, once option periods are exercised; the Contractor is required to deliver the increased quantity when ordered at the scheduled delivery date as stated in the award.

The Government will evaluate Quoter’s quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the services will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the Independent Government Cost Estimate (IGCE) along with any other relevant price analysis techniques.

Reasonableness. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given source selection, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements. Normally, adequate price competition establishes a fair and reasonable price.

Completeness and Accuracy. The Government will review the pricing tables for completeness and accuracy. A determination will be made as to whether the Quoter properly completed the pricing tables. The Quoter’s quote will be checked for mathematical correctness to include the following:

1) Checking arithmetic in all computations; and

2) Ensuring all prices are summarized correctly.

Factor 3 – Past Performance

The Supplier Performance Risk System (SPRS), available at https://piee.eb.mil/, will be used in the evaluation of the Quoter or Offeror’s performance. The apparent successful, prospective contractor shall have at minimum, satisfactory past performance. The Government may use information such as DoD PPIRS, SPRS and FAPIIS data available from Government sources to evaluate a Quoter's past performance.

In accordance with FAR 13.106-2(b)(3)(ii) and DFARS Subpart 204-.76, the Contracting Officer will consider the price, supplier an item risk assessment generated by the Supplier Performance Risk System (SPRS), if available, as part of the award decision.

PERFORMANCE WORK STATEMENT

Performance Work Statement (PWS) Marine Corps Embassy Security Group

Emergency Medical Technician (EMT) Certification

1. Background:

The Marine Corps Embassy Security Group (MCESG), Marine Security Guard Security Augmentation Unit (MSAU), is a high-operational unit that requires Marines to be trained in emergency medical response, particularly in austere environments where rapid deployment and readiness are essential. MSAU is tasked with maintaining a standing requirement of 20 Nationally Certified Emergency Medical Technicians (EMTs) at all times, ensuring that two EMT-trained Marines are assigned to every detachment, and as well as additional EMT certified Marines to assist with the conduct of unit training. This training program is critical to meet the unit’s ongoing medical readiness and to increase the availability of qualified medical personnel at diplomatic facilities around the world during times of crises. The purpose of this effort is to provide the necessary skills and certifications to ensure the MSAU can operate effectively in various high-pressure, emergency situations, maintaining the health and safety of all personnel while deployed. To meet this need, the training will consist of two classes per year, with 8-10 Marines attending each session. The number of students per class is based on the high attrition rate of Marines within the unit, ensuring that enough qualified personnel are available to meet operational demands.

2. Scope:

MSAU has a requirement to complete the required training and clinical hours in order to meet National Registry Emergency Medical Technician (NREMT) standards. The training program will follow an NREMT-approved curriculum, covering key topics such as anatomy, patient assessment, trauma care, and airway management. It will also include clinical and field internships to ensure real-world experience in both hospital and emergency settings. Students must demonstrate proficiency in critical EMT skills, such as CPR, patient assessment, and use of an AED, through practical skills testing. The program must also include written exams and practical assessments to verify knowledge and ability. Additionally, to maintain NREMT certification, Marines will need to complete periodic recertification and continuing education courses in line with NREMT requirements.

Training will be conducted aboard Marine Corps Base Quantico at MCESG facilities and at contract-designated locations, with clinical requirements fulfilled only at contractor-designated locations. As part of this effort, interested vendors are encouraged to conduct a site survey prior to development and submission of their quote to ensure alignment with NREMT standards and training requirements.

3. Performance Requirements:

3.1. Contractor shall be capable of providing realistic medical training at unit home station in accordance with

NREMT standards.

3.2. Contractor shall be capable of providing all necessary mannequins, contractor training locations, training assets and materials for EMT certification.

3.3. Contractor shall be capable of providing high-fidelity simulation mannequins to enhance realism of training.

3.4. Contractor shall be capable of providing realistic monologue to enhance training and patient injury recognition and treatment.

3.5. Contractor shall be capable of providing training location for all required clinical training for EMT certification.

3.6. Contractor shall be capable of coordinating turnover of simulated patients within the Emergency Response personnel in applicable locations.

3.7. Contractor shall be capable of providing minimum required hours of medical training relevant to the above-mentioned topics throughout training period.

3.8. Contractor shall provide a curriculum that is accredited and recognized by the National Registry of

Emergency Medical Technicians.

3.9. Contractor shall be capable of providing or facilitating (10) hours of clinical training in a hospital and (10) hours of ride along training on an ambulance as prescribed by NREMT standards.

4. Tasks: The Contractor/Vendor shall provide all labor, supplies, materials, and transportation for the instructor(s) as necessary to provide MCESG-MASU with a detailed understanding of the EMT training program.

4.1 Training Requirements and Logistics: The expectations for training delivery, logistical considerations, and performance standards associated with the EMT training program for MSAU. The training will be conducted to ensure that all Marines meet the required standards for certification and operational readiness in line with the National Registry Emergency Medical Technician (NREMT) requirements. The goal is to establish a comprehensive and structured program that meets both the immediate and long-term needs of the unit while addressing logistical considerations for the contractor.

4.2 Training Overview and Class Structure : The training program is designed to provide our Marines with the necessary skills and knowledge to meet mission and operational requirements effectively. Training sessions will be conducted periodically, with an initial contract period from March 2025 to March 2026, and the potential for option years extending through March 2029. Each training cycle will consist of two sessions, with a class size ranging from 8-10 Marines, ensuring the appropriate student-to-instructor ratio for effective learning. These sessions will be scheduled to ensure minimal disruption to unit readiness and mission execution.

The frequency and scheduling of classes will be determined in alignment with the unit's operational requirements and mission readiness, ensuring flexibility to accommodate deployment and training needs. While the contractor is responsible for the delivery of formal training, unit-level training not provided by the vendor will not fall under the contractor’s scope of responsibility.

4.3 Clinical Training and Course Curriculum: Clinical training, an essential part of the EMT certification, will be structured to align with the standards outlined by NREMT guidelines. The contractor will provide a curriculum that adheres to these requirements and incorporates both didactic learning and practical application.

In terms of clinical training, specific scenarios such as chemical or flame-induced burns, stab wounds, and other medical emergencies will be integrated into the curriculum to address the evolving needs and experiences encountered by EMTs in the field.

The clinical training will also include 10 hours of hands-on field experience, designed to ensure that the students have the practical exposure needed to develop critical skills in real-world environments. These 10 hours of clinical training, along with the ambulance ride-along component, will be completed within the training cycle, as scheduled by the contractor. The completion timeline for these clinical hours will be outlined in the training plan, ensuring all required hours are satisfied.

4.4 Training Delivery and Simulation Requirements: The training environment will be a critical component of the program’s success. The contractor will be expected to provide training and educational materials along with the utilization of appropriate training areas and mannequins that simulate realistic medical scenarios, ensuring that students are prepared to respond to a wide range of emergency situations. The mannequins must simulate various medical conditions, allowing for hands-on practice in trauma care, airway management, and patient stabilization, among other essential skills.

In terms of logistics, training will primarily occur at the unit’s home station, with additional sessions at the contractor’s designated training facilities, as required. If travel to contractor-designated locations is required, the responsibility for travel expenses and logistics will be the responsibility for the parent command. The contractor will also need to provide necessary storage for materials and equipment, as well as a classroom space for instructional delivery at the contractor’s designated location.

4.5 NREMT Certification and Exam: The NREMT exam will be an integral part of the training program, providing the certification necessary for Marines to be qualified Emergency Medical Technicians. It is expected that the training provided will prepare Marines to pass the NREMT exam on their first attempt. The contractor will be responsible for ensuring that the curriculum and practical training meet NREMT standards, but the actual scheduling and administration of the exam is handled separately by the parent command. The initial and any subsequent costs associated with testing will be the sole responsibility of the parent command.

However, the Contractor/Vendor is prohibited from bringing any computer-related equipment or accessories of any kind onto Federal property, including but not limited to memory sticks of any kind, CDs, or DVFs. The Government will not provide a laptop or computer to the Contractor/Vendor to conduct the training.

• A five (5) to ten (10) min break should/can be offered each hour to give both the Instructor and the Marines a rest period.

5.6 Contractor Personnel / Qualifications:

The Contractor/Vendor is required to have at least one of the following certifications. The Contractor/Vendor shall provide documentation of required certification upon request by the TPOC.

• EMT teaching license from the National Association of Emergency Medical Technicians.

• American Heart Association (AHA) Core Instructor Course complete and affiliated with an

AHA Training Center (TC).

• Basic Life Support (BLS) Instructor qualification.

• Updated annual background check.

5.7 Travel: The Contractor is responsible for all travel/per diem related expenses required to perform this contract. Any anticipated travel costs in the performance of this contract shall be included as part of the quoted rate(s). Any travel matters associated with the performance of this contract are the sole responsibility of the Contractor. The Government shall not have any financial responsibility other than paying for the FFP on each line item.

5.8 Government Facility Access:

The place of performance is located on Marine Corps Base Quantico (MCBQ). The Contractor shall follow the below instructions to obtain base access prior to performance.

• To gain access to Marine Corps Base Quantico VA, registration in the Defense Biometric Identification System (DBIDS) must be completed as well as possession of a valid form of identification. The DBIDS registration information and a list of valid forms of identification are found at: https://www.quantico.marines.mil/Info/Base-Access/. This information and more will be provided by the TPOC.

• The Contractor will have to obtain a visitor pass from the MCBQ visitor center for the duration of the individual EMT class.

• At the beginning of each EMT course, visitor passes must be renewed.

6. Other Personnel Consideration: Personnel assigned by the Contractor/Vendor to perform work on this contract shall be acceptable to the Government in terms of personal and professional conduct and technical knowledge. Should the assignment of this contract of any person in the Contractor/Vendor’s organization create a conflict with the interests of the Government, the Government will notify the Contractor/Vendor and request the person’s immediate removal from the assignment. The TPOC will document the reason for removal in writing within 10 workdays of the Contractor/Vendor notification. The Contractor/Vendor shall begin personnel replacement action immediately upon receipt of notification. Replacement personnel qualifications shall be equal to or greater than those of the personnel being replaced. Employment and staffing difficulties will not be justification for failure to meet established schedules.

7. Restrictions and Standards of Conduct: The Contractor/Vendor and its employees shall conduct ONLY business covered by this contract during periods paid for by the Government and shall NOT conduct any other business on Government premises. The Contractor/Vendor’s employees assigned to this contract shall not solicit business that may be within the scope of the contract.

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
