Offeror must submit this Self-Evaluation Checklist - Aircraft Inspections IDIQ fully completed document identifying within their Technical Proposal where it reflects their capability the following:

Determination of responsiveness and responsibility of an offeror and access 52.212-3 Offeror Representations and Certifications—Commercial Products and Commercial Services, offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov IAW FAR 4.1102(a), Offerors and quoters are required to be registered in SAM at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.

Technical Proposal Offeror must submit a completed Self-Evaluation Checklist - Aircraft Inspections IDIQ document addressing:

A. Management/Technical Approach. The management/technical approach shall be evaluated for its response time, quality of reports, customer satisfaction and evidence of the extent to which the contractor’s approach will achieve EXIM’s objectives. The evaluation will include an assessment that the offeror’s approach adheres to best management practices and reflects significant relevance to EXIM’s objectives and is customer focused. Evidence of the quality of the management/technical approach shall include the following:

1) A sound approach to management that demonstrates the ability to aggressively identify and apply EXIM requirements.

2) Have a proven track record of providing managed services under Labor Hour contracts.
[ Y / N ]
3) Have transparent governance procedures that include a clear line of open and honest communication between the contractor and Government personnel for timely problem identification, mitigation, and resolution.

4) Management approach should foster upon achieving shared goals and objectives.

5) A sound technical proposal that demonstrates how implementation of proposed services will deliver timely, reliable, secure, flexible, responsive, and compliant services/deliverables to meet the needs of EXIM and its stakeholders.

6) Contractor demonstrated capabilities must identify the history and current status of the following:

a. Be a member of ISTAT and employ, on a full-time permanent basis, at least one certified ISTAT appraiser.

b. Demonstrate expert knowledge of and experience in Technical Assessments, including formal valuations under ISTAT guidelines.

c. Demonstrate ability and possess a proven track record of assisting in all aspects of aircraft repossession, post repossession management and remarketing

7) Key Personnel. Key personnel should have demonstrated ability and a proven track record of Technical Assessments. EXIM will evaluate the offeror on the experience, skills, and qualifications of the proposed key personnel to successfully complete the requirements under the contract. EXIM will evaluate the proposed key personnel's ability to successfully complete the requirements based on their recent past success and productivity on relevant projects.

Note: Each offeror may only propose Key Personnel currently employed by the offeror, under contract to be retained by the offeror as an employee or subcontractor, at the option of the offeror. Evidence of the legal relationship between each Key Personnel and the offeror must be provided.

B. Past Performance. EXIM will evaluate the relevance and applicability of the offeror's corporate experience and past performance to the successful completion of the contract requirements.
