About this file
This is a Determination and Findings document authorizing a single-source procurement for federal acquisition purposes. The 4th Contracting Squadron/Purchasing and Contracting Branch at Seymour Johnson Air Force Base is procuring a blast chiller for the facility's Dining Facility (DFAC) through the Federal Supply Schedule (FSS). The contracting officer determined that the Randall Model 918R1 is the only commercially available blast chiller meeting the Government's requirements and justified the sole-source acquisition under RFO 11.204(a)(2)(ii) for brand name justification.
The procurement was justified based on specific facility and mission requirements identified during a site survey with the 4th Civil Engineer Squadron. The equipment must accommodate a NEMA L14-20R (20A, 125/250V) electrical receptacle with 120/208V voltage and fit within strict spatial constraints of the DFAC. The critical operational requirement is a blast chiller with at least 13 levels capable of holding either 13 pans measuring 18"x26" or 26 pans measuring 12"x20"x2". Market research and previous competitive solicitations confirmed that the Randall Model 918R1 is the sole source satisfying both the salient mission characteristics and engineering constraints, providing best value to the Government. The determination was signed by JENSEN C. JONES, 1st Lieutenant, USAF, Contracting Officer, on August 19, 2026.

DETERMINATION & FINDINGS
Authority to Solicit from a Single Source (at or below the SAT)
1. Agency and Contracting Activity: 4 CONS/PKB USAF
2. Nature and/or Description of the Action: 4 FSS Blast Chiller
3. Citation to the Appropriate Regulation:
(Contracting Officer Instruction: Select the applicable authority for this acquisition)
RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.
RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs.
RFO 12.102(a) (Commercial Products and Services): Only one source is available.
RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization).
4. Findings:
In coordination with the 4 Civil Engineer Squadron, a site survey was conducted at Seymour Johnson's DFAC facility to ensure the required blast chiller procured meets the tacility requirements. With the infrastructure currently established in the facility, a required plug of NEMA L14-20R (20A, 125/250V) receptacle and voltage of 120/208 is required for the blast chiller. In addition, due to the confinement of space in the DFAC, a strict capacity requirement must be adhered to to ensure the equipment fits into the alloted space. Finally, to meet the requirement of the customer, a must have characteristic for the blast chiller was at least 13 levels that holds (13) 18"x26" or (26) 12"x20"X2" pans to meet the mission at Seymour Johnson AFB
Market research and previous competitively solicited requirements determined that the Randall Model918R1 is the only commercially available blast chiller that satisfies both the established salient mission characteristics and the strict engineering constraints of the facility. This model provides the best value to the government to procure to ensure all mission requirements are met by the procured blast chiller.
Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
Signatory Authority: (Contracting Officer Instruction: In accordance with OAF Approval AuthoritiesMatrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
