TITLE: Three Photon Laser System
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
(ii) The solicitation number is 75N95023Q00330 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13 - Simplified Acquisition Procedures and FAR Part 12 - Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular (FAC) 2023-06 effective December 4, 2023.
(iv) The associated NAICS code is 334516 and the Small Business size standard is 1,000 employees. This requirement is full and open and no set aside restrictions are applicable.
DESCRIPTION
(v) The National Institute of Neurological Disorders and Stroke (NINDS) is the leading federal agency responsible for conducting and supporting research on the brain and nervous system.
It is a component of the National Institutes of Health (NIH) and the U.S. Department of Health and Human Services (HHS). Part of the NINDS mission is to promote the timely dissemination of scientific discoveries and their implications for neurological health to the public, health professionals, researchers, and policymakers.
A major goal of the research performed by the Neocortex-Cerebellum Circuitry Lab within
NINDS is to understand communication between the neocortex and cerebellum while animals learn novel behavioral skills over weeks. The lab measures activity in both cortex and cerebellum simultaneously using a custom dual-site two-photon microscope, across multiple genetically defined populations using dual-wavelength two-color imaging, and by combining imaging of one neural population with stimulation of another. To build a microscope capable of imaging far deeper structures than accessible to conventional two photon imaging, we must build an imaging system around a laser for three photon absorption imaging.
NINDS requires one (1) three photon laser with integrated second pump laser, which meets the below salient characteristics:
A. Compact Footprint: The total footprint of the three photon laser head AND integrated pump laser must be no larger than 569.0 mm x 320.0 mm x 237.7 mm (22.40" x 12.60" x 9.36").
B. Three photon laser:
i. Maximum user-tunable repetition rate of at least 4 MHz
ii. Single wavelength centered between 1600-1700 nm
iii. 500 nJ typical of pulse energy from 1 – 4 MHz (>400 nJ minimum)
iv. Pulse duration between 50-100 fs
C. Integrated pump laser specifications:
i. Wavelength must be in the range of 1000-1100 mn
ii. Maximum user-tunable repetition rate of at least 10 MHz
iii. >20 W of time-averaged power at 11 MHz
iv. >3 uJ from 1 - 5 MHz and >2 uJ at maximum repetition rate of 11 MHz
v. Pulse durations of <250 fs
vi. Integrated motorized dispersion pre-compensation for drive laser
D. Warranty that covers parts and labor for at least 12 months.
(vi) The Government anticipates award of a firm, fixed-price purchase order with an anticipated delivery date of 12 weeks after receipt of order. Delivery is to be made to the below city and state, FOB destination. The exact address will be noted on the purchase order.
Bethesda, MD 20892
EVALUATION AND AWARD
(vii) The anticipated award date is January 19, 2024.
(viii) The Government plans to make an award resulting from this solicitation. The resulting award will be made to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered, using comparative evaluations. The following factors shall be used to evaluate quotes:
1. Technical Capability.
2. Past Performance. The Government may use any source of available past performance information (see FAR 13.106-2(b)(3)).
3. Price.
SUBMISSION INSTRUCTIONS
(ix) All responses to this RFQ must be received by 11:00am Eastern Time on Wednesday, January 17, 2024 and must reference the solicitation number cited above. Responses must be submitted via email to Kimberly Espinosa at kimberly.espinosa@nih.gov.
(x) This is an RFQ. This request does not commit the Government to pay any costs incurred in the preparation of the submission of this quotation or to contract for supplies or service. Supplies are of domestic origin unless otherwise indicated by quoter. Any representations and/or certifications attached to this RFQ must be completed by the quoter.
(xi) Responses to this RFQ must include clear and convincing evidence of the quoter’s capability of fulfilling the requirement as it relates to the technical evaluation criteria. Responses may exceed capability or performance characteristics of the solicitation's requirements. The Government reserves the right, but is not required, to award to a response that exceeds capability or performance characteristics of the solicitation's requirements if it provides a benefit to the Government.
(xii) Responses must include the Unique Entity Identifier (UEI) (which replaced the DUNS number), the Taxpayer Identification Number (TIN), the certification of business size, and the completed certification in FAR Provision 52.225-4 (attached). Responses must also include a completed copy of the FAR Provision 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services (Nov 2023), with its quote. If the respondent has completed FAR clause 52.212-3 at www.sam.gov, then the respondent does not need to provide a completed copy with its quote.
(xiii) Responses must also include a quotation in U.S. dollars that includes:
1. The total price,
2. Individual prices for each item,
3. Prompt payment discount terms,
4. Product or catalog number(s),
5. Product description, and
6. Any other information or factors that may be considered in the award decision.
