About this file
This document is a request from Delta Company, 4th Regiment at the United States Military Academy (USMA) to change their current company mascot and patch. The current mascot "Dukes" in the context of John Wayne does not align with the company's values and creates an unwelcoming environment. The company proposes changing the mascot to "Dukes" in the context of royalty, which better represents their mission to build unit cohesion and an inclusive culture. The new patch design maintains a connection to the legacy of past "Dukes" through the sword symbol, while incorporating a skull wearing a crown to symbolize the passing on of the Dukes tradition. The company leadership believes this change will promote a unified identity and esprit de corps consistent with USMA and Army values.
The related federal contract opportunity is a sources sought notice for U.S. Army West Point Military Patches for the Graduating Class of 2028 at USMA. The government is seeking information from small businesses, including their capabilities, experience, pricing, and delivery timelines, to potentially set aside the contract for small business competition. The anticipated NAICS code is 314999 - All Other Miscellaneous Textile Product Mills. Responses are requested to help the government determine the best approach to acquiring these patches.

MEMORANDUM FOR RECORD
SUBJECT: Request for Company Patch and Mascot Change
1. Purpose. The purpose of this memorandum is to request permission for Delta Company, 4th Regiment to change its current mascot from the “Dukes” in the context of John Wayne to “Dukes” in the context of royalty.
2. Reasons for Request. An incongruence between an organization’s espoused values and their actual standards and behaviors is an indicator that there is a need for change within the organization. As a company, D4 is working to be a family, which includes having all members feeling included and respected. “Dukes” is not a problematic mascot in and of itself, but in the context of John Wayne “the Duke” creates division. John Wayne and some of his characters do not build an inclusive environment of respect for all members of the organization. We believe that by implementing a mascot change, we have the opportunity to continue to establish a unit identity and culture rooted in our mission statement (Build the Duke Family and take pride in the Duke identity in order to establish a cohesive and effective unit committed to excellence in character, physical fitness, academics, and military technical and tactical expertise), while maintaining a legacy of being a “Duke.”
3. Circumstances of Change to Royal “Dukes”.
a. At the beginning of AY22-1, Company Climate Survey results indicated that there needed to be a change of mascot because of respect issues.
i. Comments and concerns were expressed along the lines of John Wayne being racist and homophobic and detrimental to company cohesion. Members of D4 are proud to be members of the company but “ashamed” to be associated with John Wayne.
ii. Specifically, John Wayne was known to have said some controversial comments in a 1971 Playboy interview including: “I believe in white supremacy until the blacks are educated to a point of responsibility, I don’t believe in giving authority and positions of leadership and judgment to irresponsible people” -John Wayne
iii. D4 felt strongly about keeping the name “Dukes” tied to the legacy of those before us but changing the mascot and patch to be reflective of royalty.
b. In keeping with the Brigade mission of legacy, the change to Royal Dukes aligns.
MACC-O-D4
i. With the updated patch, D4 wishes to keep a portion of the current patch, the sword at the center as a connection to past and present Dukes.
ii. The Dukes will maintain a theme of “Gone but never forgotten” which pay tribute to fallen Dukes and Dukes who have graduated before us becoming part of the Long Gray Line. This is applicable as Royal Dukes are slowly becoming less prevalent however, their legacy remains. This is reflected through the new patch (Enclosure 4), which has a skull wearing a crown, representing the passing on of Dukes.
c. With the newly scrambled Cow class and Plebes, half of the D4 cadets have never fully embraced their identity as John Wayne “Dukes”. Furthermore, many of the returning members of D4 have never seen a John Wayne film and do not know who he is. John Wayne “Dukes” is outdated and difficult for the company to adopt as a mascot because of the disconnect, in addition to the respect challenges.
4. Contextualizing Royal “Dukes” within D4 and Army values. Considering D4’s defined values and commitment to the Army values, the company has the opportunity to create a more inclusive and respectful environment to promote a better company culture.
a. D4’s Company Mission is focused on building the Duke Family and taking pride in the
Duke identity in order to establish a cohesive and effective unit committed to excellence in character, physical fitness, academics, and military technical and tactical expertise.
i. By changing the mascot, members of the company can comfortably adopt he
Duke identity and create a cohesive unit.
ii. With a mascot change, the Dukes will be able to realign their character to demonstrate excellence.
b. D4 leadership has established a mission and vision (Enclosure 1) that inspires its values (Enclosure 2). At the onset of AY22-1, D4 leadership explicitly communicated the mission and vision and the accompanying expectations for company members at the company in-brief.
c. D4’s change to Royal “Dukes” identity will be displayed through cultural artifacts found around company (i.e. Posters and newsletters). Physical artifacts will remind D4 members that the organization is in active pursuit of the end-state defined by the mission and vision.
d. At the individual level, D4 leadership will develop a culture committed to anchoring the company identity in the expectation that D4 members will work towards its vision and values.
e. When contextualized within D4 values, “Dukes” also remains congruent with the Army Values – a standard required of all USCC companies.
MACC-O-D4
f. Living up to the Army Values is a way for D4 cadets to display excellence, and build the Family, a D4 value.
g. Positive communication and ownership, D4 values, are also aligned with the Army value Respect that D4 seeks to promote.
5. Promoting a Unified Identity and Esprit De Corps. D4 can never achieve its desired excellence as a company without a unified identity and strong esprit de corps.
a. In recontextualizing “Dukes” within the current values of D4 and the people in the company, while still connecting to the legacy of those before us, the company leadership intends to promote a unified company identity that supports a respectful, inclusive company and family environment. D4 leadership recognizes this is an active endeavor that requires work at the individual and organizational level to promote a company culture and climate consistent with our values and reflective of the identity “Dukes” and believes this can be facilitated through a mascot change. We look forward to the opportunity afforded by a return to Royal “Dukes” to better our formation.

1. PURPOSE: The purpose of this memorandum is to request permission for Delta Company, 4th Regiment to change its current mascot and patch from the “Dukes” in the context of John Wayne to “Dukes” in the context of royalty.
2. BACKGROUND: An incongruence between an organization’s espoused values and their actual standards and behaviors is an indicator that there is a need for change within the organization. “Dukes” is not a problematic mascot in and of itself, but in the context of John Wayne “the Duke” creates division. John Wayne and some of his characters do not build an inclusive environment of respect for all members of the organization. By implementing a mascot change, there is opportunity to continue to establish a unit identity and culture rooted in the D4 mission statement (TAB B), while maintaining a legacy of being a “Duke.” The current patch also copies a prior 1st Special Forces Operational Detachment Delta Force patch preventing originality.
3. DISCUSSION: Company leadership intends to promote a unified company identity that supports a respectful, inclusive company and family environment. D4 believes this can be facilitated through a mascot change. With the updated patch, D4 wishes to keep a portion of the current patch, the sword at the center, as a connection to past and present Dukes.
