About this file
This document is Attachment Four (Contractor Rules of Behavior) from VA Handbook 6500.6, Appendix D, which establishes a user agreement and mandatory behavioral standards for all contractors accessing VA information systems, data, and facilities.
Contractors must acknowledge they have no reasonable expectation of privacy and consent to monitoring, recording, and auditing by VA Office of Information & Technology (OI&T) staff, the VA Chief Information Officer (CIO), and the VA Office of Inspector General. Unauthorized access, modification, or misuse of federal systems is prohibited and subject to criminal, civil, or administrative penalties under 18 U.S.C. §1030 and §2701. Contractors must comply with all VA security and data privacy directives, report security incidents to the Contracting Officer's Technical Representative (COTR), and complete required security and privacy training.
Specific behavioral requirements include: following established procedures for account access; using only authorized systems and software; prohibiting use of non-contractor-owned equipment without VA CIO approval; protecting passwords and using only FIPS 140-2 validated encryption; restricting information access to those with official need-to-know; not disabling security controls; following VA Handbook 6500.1 for electronic media sanitization; obtaining COTR approval before disseminating VA information; not hosting unauthorized internet servers; protecting government property; using only VA-authorized antivirus and security software; and completing required training. Contractors must directly connect to the VA network when possible and cannot remotely access VA resources from publicly-available computers. Subcontractors are bound by identical security requirements and penalties. The original signed agreement must be returned to the COTR within the timeframe specified in the contract terms.

These actions may include monitoring, recording, copying, inspecting, restricting access, blocking, tracking, and disclosing to all authorized Ol&T, VA, and law enforcement personnel as directed by the VA CIO without my prior consent or notification.
