This is a request for preventative maintenance of a Canon ColorWave 3500 plotter. the proposed acquisition is 100% set-aside for small business. The associated North American Industrial Classification System (NAICS) code for this requirement is 811210 (Electronic and Precision Equipment Repair and Maintenance): Manufacturing and the size standard is 34. Million.
The Government will solicit and award this contract using FAR Part 12, Commercial Items and FAR Part 8, Required Sources of Supplies and Services. In accordance with FAR 12.102(c), when a policy in another part is inconsistent with FAR Part 12, Part 12 shall take precedence. It is the Government's intention to issue a single firm-fixed price contract on an "all or none" basis for Canon Plotter maintenance.
The Best Value approach for this acquisition will be lowest price technically acceptable (LPTA). Non-price factors of the quotation are evaluated to determine which quotations are technically acceptable and award is made to the quoter of the technically acceptable quotation with the lowest price. The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct clarification and/or discussions with vendors if later determined by the Contracting Officer to be necessary and in the best interest to the Government.
The Government may reject any or all quotes if such action is in the public interest and may waive informalities and minor irregularities in quotes received.
Contractors bear the burden of ensuring that quotes (and any authorized amendments) reach the designated office on time and should allow a reasonable time for e-mail transmissions to be completed. All pages of the quote must reach the office before the deadline specified in this solicitation. The contractor bears the risk of non-receipt of electronically transmitted quotations and should confirm receipt.

5. TERMS AND CONDITIONS

6. EVALUATION. Quoters will be evaluated on the following factors:
a) Technical Acceptability. Technical acceptability will be evaluated in accordance with solicitation requirements to MEET OR EXCEED BRAND NAME OR EQUAL SALIENT CHARACTERISTICS OR BRAND NAME EQUIPMENT of the following determination factors:
Maintenance agreement for the Cannon Colorwave 3500 at the COMMSTRAT office aboard MCRD San Diego/WRR will include support, travel, parts, and labor service.
1. Immediate repair and an on-going service and maintenance contract that will provide supplies and on-the-spot service, supporting primary maintenance and depo- level repairs.
2. Technicians must be in contact within a 2hr maintenance call and report within a 4hr period.
3. The systems will require primary and secondary maintenance semi-annually, parts, labor, and travel expenses will be included in the contract.
b) Delivery and/or Period of Performance. Quoter has clearly demonstrated ability and capability to provide

STATEMENT OF WORK
BACKGROUND: The Communication Strategy and Operations, Reproduction department at Marine Corps Recruit Depot San Diego and Western Recruiting Region has the mission of providing printing and reproduction capabilities for the recruitment and training of all Marine Corps Recruits, Drill Instructors, and Recruiters to include the Support and Training Commands aboard the Depot. Print jobs required to perform include but are not limited to; printing recruit training materials, outdoor turn charts for Weapons & Field Training Battalion, Primary Marksmanship Instructor outdoor and indoor training aids, maps, large signs, and other miscellaneous, wide area, large-format training materials. The need for a service and maintenance agreement for the Cannon ColorWave 3500 wide area, large format color printer is a mission critical necessity, and an in imperative order for the COMMSTRAT reproduction department at MCRD San Diego to support the weekly printing requirements of the MCRDSD/WRR which ensures the mission if the Communication Strategy and Operations office, in support of the command and local entities is not hindered due to break-downs.
Continuous preventative maintenance will service equipment by maintaining serviceability and having on-call repairs and support will provide the COMMSTRAT office capabilities to support ongoing mission requirements and meet expected project deadlines.
Scope: The acquisition of the service and maintenance agreement for the Cannon Colorwave 3500 at the COMMSTRAT office aboard MCRD San Diego/WRR will include support, travel, parts, and labor service.
Further services will include immediate repair and an on-going service and maintenance contract that will provide supplies and on-the-spot service, supporting primary maintenance and depo- level repairs. Technicians must be in contact within a 2hr maintenance call and report within a 4hr period. The systems will require primary and secondary maintenance semi-annually, parts, labor, and travel expenses will be included in the contract.
Tasks:
1. Delivery: Contractor must deliver: All equipment and components shall be delivered to the Communication Strategy and Operations Office, located at 1600 Iwo Jima Ave, Marine Corps Recruit Depot San Diego, 92140, Building 1; and installed by the authorized vendor as prescribed on the contract.
2. Installation: Contractor must install: All equipment, components and software, as prescribed on the contract, shall be installed, set up, tested and proven to be fully functional and operable by dedicated Canon technicians, employed directly by Canon, and working out of a Canon facility.
Government Furnished Property: Any and all services provided will be recorded. Technician must provide a written explanation of the services provided, condition of all components upon delivery and after installation, verification of functionality and operability, and declaration that the machine and all parts, components software have been successfully delivered, properly installed and found to be fully operable. The Director will sign the paperwork, certifying the information.
