About this file
This is a Request for Quotation (RFQ) for a non-personal services contract to provide a Religious Ministries Musical Director (RMMD) at Marine Corps Air Station (MCAS) Yuma, Arizona. The solicitation number is M0068126Q0066, issued by the Commanding General, Marine Corps Base, Camp Pendleton, California. The offer due date is 11 August 2026 at 11:00 AM. This is a Women-Owned Small Business (WOSB) set-aside with a 100% WOSB preference. The contract employs a firm fixed price arrangement with pricing specified in the Statement of Work (SOW).
The RMMD position requires coordination and administration of Roman Catholic and Protestant music programs, including weekly accompaniment for services, combined rehearsals, and special masses estimated at approximately 164 sessions annually (52 weekly Roman Catholic masses, 52 weekly Protestant services, 52 combined rehearsals, and 8 special masses). The contract covers a base year (1 September 2026 to 31 August 2027) plus four option years, with the same service structure repeated annually. Contractor qualifications include demonstrated proficiency in accompanying both Protestant and Roman Catholic services using keyboard or guitar, professing Christian status with pastoral references, and three professional references with a minimum of five years combined experience in religious music services. The contractor must provide their own transportation, personal equipment beyond government-furnished items (piano, organ, microphones, and audio equipment), and maintain organized music supplies and materials. Inspection and acceptance occurs at MCAS Yuma with oversight by the Chaplain Support Assistant. Evaluation will be based on technical acceptability (meeting minimum qualifications) and price on a lowest-price-technically-acceptable basis, with award made to the lowest responsive and responsible quoter whose offer conforms to solicitation requirements.
