Cybersecurity for Small Business Pilot Program
Funding Opportunity Number: OED-2023-001 FAQ (Set 1)
1. Are multiple states/territories allowed to jointly apply for an award?
Multiple states/territories are allowed to apply jointly if each is eligible under the terms of the Notice of Funding Opportunity (NOFO).
Under such circumstances, the application should identify each eligible entity within the submitted application, including designation by each applicable Governor, the roles and budget applicable to each eligible entity covered by the application, the lead applicant which is submitting the application, and detailed agreement on overall project management including performance reporting.
Per NOFO Section IV – Application and Submission Information (NOFO page 7) a state can only submit one application for funding consideration.
2. Can my non-governmental organization (small business, consultancy, etc.) apply for assistance under this NOFO?

3. Which segment of the small business market is to be addressed by eligible applicants?
Applicants should address new small business concerns in their marketing and service strategy.
4. Who should I contact to be considered a project lead or partner under my state/territory’s application?
Please contact your state/territory official governance office to inquire about designation opportunities.

5. Can the state/territory application serve as a pass-through proposal to outsource project lead staffing and/or service delivery to independent consultants, state-funded entities, universities, non-profit organizations, etc.?
Governors (or equivalent) designate approved representative(s) for application, award, and project management purposes. Designated entities must be in good standing to receive and oversee Federal funds if selected as an awardee under this opportunity.
Entities cannot receive duplicate funding for services previously supported through public funds (including, but not limited to, staff/consultant salaries, space/equipment expenses, or contractual arrangements). Funds awarded under this notice cannot be applied to “match requirements” for other Federal funding programs.

6. Please clarify the length of award/period of performance.
SBA intends to make awards for up-to a period of performance of 24-months from the time of award. SBA’s Notice of Award for successful applicants will identify the period of performance parameters.
