About this file
This document is a Single Source Justification (Simplified Acquisition) for the procurement of CX300 Communications Service Monitors and associated equipment. The 54th Operations Support Squadron (54 OSS) is requesting two CX300 Communications Service Monitors and related accessories to perform maintenance on radios and navigation aids at Holloman AFB and White Sands Missile Range. The estimated contract cost is $111,098.00, with a planned award to Testforce USA as the sole source provider. The justification highlights that current test equipment is obsolete and unsupportable, and the specialized nature of the equipment makes it subject to International Traffic in Arms Regulations (ITAR).
The procurement includes multiple line items (CLINs) for the CX300 system, such as cable and antenna analysis, network analyzer functions, warranty, calibration certificates, and an accessory kit. Air Force Engineering Technical Services (AFETS) advised the purchase direction, and market research confirmed Testforce USA as the only company capable of providing these products. The document notes that three other Air Force bases have already completed similar sole source purchases. The 49th Contracting Squadron plans to improve future acquisitions by entering early planning efforts with requiring activities to avoid potential acquisition concerns.

Section B: Description of the Supplies/Services Required
54 OSS is requesting purchase of the following in order to perform maintenance on Holloman AFB and White Sands Missile Range Radios and Navigation Aids. Requesting (2) each due to these requiring annual calibration and the need to always have this capability. Currently we do not have the capability to work on radios without borrowing test equipment from other bases.
The equipment we have been borrowing is beyond its usable life and is not sustainable.

Section C: Justification for Soliciting from a Single Source or Brand Name
Air Force Engineering Technical Services (AFETS) advised the purchase direction/source for test equipment needed to maintain Air Traffic Radios and Navigation Aids. Current TO references to test equipment are obsolete and unsupportable through supply.
The development of procedures, setup files, and the cable kit for a US military purpose makes this ITAR. If we cannot control where the CX300 comes from, especially a foreign entity, then there is a risk of an International Traffic in Arms Regulations (ITAR) violation. Additionally, three other bases have already made this Sole Source Purchase: Misawa - FA520524P0075, Lajes Field - FA448624P0008, JB Pearl Harbor Hickam - FA521524C0042.
Section D: Efforts to Obtain Competition
Market research was conducted and confirmed that Testforce USA is the only company able to provide these products. Air Force Engineering Technical Services was tasked with finding a solution for the whole Air Force and this is the result of their research.
Testforce USA is producing Air Force specific software that can't be purchased anywhere else. Verified that there are no BPAs/ IDIQs on GSA, NASA SEWP, or the AFICC Launchpad.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, the 49th Contracting Squadron will make efforts to enter early planning efforts with requiring activities in order identify requirements in earlier/predecisional stages in order to avoid acquisition concerns and adverse mission impact.
