The BAA aims to develop rapidly deliverable novel offensive cyber solutions to enable cyber operations, gain air superiority, increase survivability, and enhance strategic capabilities for Department of Air Force operational outcomes.
The BAA has a total ceiling of $100M with $94M remaining, and white paper submissions are due by January 31, 2025, 12:00 PM Central Time. The government intends to use Other Transaction (OT) instruments for prototype efforts, with potential follow-on production contracts upon successful completion. Evaluation will use a two-step process (white papers followed by proposals if selected), with white papers rated as Highly Selectable, Selectable, or Not Selectable. Award-eligible submissions must meet one of several criteria, including having a nontraditional defense contractor, all small business participants, or one-third cost share from non-federal sources. (U) SECTION 2 – BACKGROUND
(U) 2.1. In 2022, Secretary of the Air Force Frank Kendall detailed his Seven Operational
Imperatives and how they forge the Future Force. The operational imperatives are the critical operational capabilities and functions the Department of the Air Force (DAF) must invest in to protect the United States ability to deter conflict and project power against pacing challenges. The success of our military depends upon the ability to control the air and space and achieving these imperatives will enable the Air and Space Forces to maintain a competitive advantage. As Secretary
Kendall stated, “The heart of our mission is to deter aggression. We don’t want to fight wars – we want to prevent them – and the way you prevent conflicts is to convince the other side that you have the will to resist and the capability to defeat aggression.”
(U) SECTION 3 – PROBLEM STATEMENT
(U) 3.1. The Government seeks partnerships with industry to accelerate development of rapidly deliverable novel offensive cyber solutions to enable cyber operations, to gain air superiority, increase survivability, or increase strategic capability to deliver DAF operational outcomes.
(U) 3.2 Offerors should propose novel approaches via whitepaper to expeditiously fill capability gaps that were covered during the industry outreach event, as well as any others they may be aware of, and may include incorporating existing Government-Off-The-Shelf (GOTS) applications as well as any commercial or proprietary technology or partnering between multiple companies and products as deemed necessary to accomplish this task.
NOTE: Offerors are not precluded from submitting whitepapers on ideas that are outside of what was covered during the event if they demonstrate how, it is beneficial to the problem statement listed in paragraph 3.1 above.
(U) SECTION 4 – FUNDING
(U) 4.1. The approved ceiling for this BAA is approximately $100M with a remaining ceiling of
$94M. There is the potential to make awards up to any dollar value if the value does not exceed the available BAA ceiling amount however the Government reserves the right to select all, part, or none of the proposals received, subject to the availability of funds. All potential Offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change will little or no notice.
(U) SECTION 5 - PROCEDURES, WHITE PAPERS, EVALUATIONS, AND PROPOSALS
NOTE: For those Offerors who intend to submit classified white papers in response to this
CALL, please contact the POCs listed in Section 10 for a JWICS email address for submission purposes.
(U) 5.1. Offerors shall adhere to the specific guidelines for preparation and submission of white papers and proposals that are provided in BAA HNC-23-0001, page 10, Section “V” (Specific

Foreign Ownership Disclosure: Prior to the conclusion of Step Two, all Offerors must inform the
Government of any current operations or plans to operate under Foreign Ownership, Control or
Influence (FOCI). In addition, all Offerors must identify any foreign nationals that may have direct or indirect access, influence, or participation considering information pertaining to this CALL and any subsequent awards including performance on any subsequent awards.
(U) 6.1. Type of Award Instrument: The Government intends to issue an Other Transaction (OT) instrument for any resulting Prototype efforts; however, offerors are encouraged to recommend other vehicles if they believe they would be more economical, efficient, etc. to deliver solutions. The
Government reserves the right to award the instrument (FAR-based or OT) best suited for the any initial or possible follow-on award for sustainment/production contracts in addition to any 10 USC
4023 or bailment agreements for efforts not immediately resulting in a Prototype effort.
NOTE: Offerors are encouraged to annotate any current Indefinite Delivery/Indefinite Quantity
(IDIQ) contracts, Consortium contracts, OTs, bailment agreements, or other vehicles that could be leveraged as a means for award.
(U) SECTION 7 – ITERATIVE PROTOTYPING
The Government desires to leverage various leading industry solutions and innovations to integrate and satisfy the defined Problem Statement in Section 3 of this CALL. The approaches awarded against this opening will allow for an iterative prototyping process. An iterative prototyping process will allow the Government to modify, by mutual agreement, the scope of the project.
(U) SECTION 8 – SUCCESSFUL COMPLETION
A prototyping effort is considered successful when:
✓ The Offeror completed scheduled milestones on time or early of projection;
✓ All program costs were at or under budget;
✓ The solution solves the Problem Statement in SECTION PROBLEM STATEMENT of this call;
✓ The solution has met the metrics incorporated into the prototype; or
✓ The solution has accomplished a particularly favorable or unexpected result that justifies the transition to follow-on production.
Successful completion will be documented in writing by the appropriate approving officials
(Program Manager and Agreements or Contracting Officer (AO/CO)).
