About this file

This is a Class Justification and Approval for Other Than Full and Open Competition document authorizing a sole source award to WidePoint Integrated Solutions Corp for an interim Cellular Wireless Managed Services (CWMS) contract.

The Department of Homeland Security's Office of Procurement Operations seeks to award an interim single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to WidePoint (11250 Waples Mill Rd, South Tower Suite 210, Fairfax, VA 22030) for Cellular Wireless Managed Services Performance. The contract structure includes a three-month base period and three one-month option periods, with an estimated total ceiling value redacted in the document. The contract type is Firm-Fixed-Price, Labor Hour, and Time-and-Materials with hybrid orders. The solicitation number is 70RTAC26R00000009. Core services required include program management, performance management, device lifecycle management, Telecommunication Expense Management (TEMS), management portal, service desk support, and transition services. Optional services include cellular and satellite wireless devices, accessories, licenses and services; Mobile Device Management (MDM) services; labor support; and in-building cellular enhancement services. The contracting officer determined anticipated prices are fair and reasonable based on historical CWMS 2.0 pricing.

The justification for sole source authority under 41 U.S.C. 3304(a)(1) is based on mission-critical need. CWMS 2.0 expired June 24, 2026, and the replacement CWMS 3.0 contract faced a protest with a stop work order issued July 1, 2026. WidePoint is the only vendor with immediate capability to operate the required Intelligent Telecommunications Management Systems (ITMS) software with integrated security features for protecting DHS Personally Identifiable Information and process ITMS requests for device deployment. The interim contract will maintain uninterrupted wireless services until the GAO protest decision is resolved by October 7, 2026. DHS will publicize a Notice of Intent to Sole Source on SAM.gov by July 2026, and all future CWMS requirements will be awarded competitively. Market research confirmed only WidePoint could provide uninterrupted support during the interim period.
