About this file
This document is a Request for Information (RFI) issued by the Modifications Section of the C-130 System Program Office (SPO) at Robins Air Force Base. The RFI is seeking to identify potential sources with the expertise, capabilities, and experience to provide the government with engineering, technical, and logistics support for the delivery of C-130H and C-130J Center Wing Box (CWB) replacement kits.
The government is anticipating a sole-source awarded follow-on contract under NAICS code 336411 (Aircraft Manufacturing) with an estimated RFP release in Q1 FY25 and a period of performance from October 2026 to September 2035. Interested parties must demonstrate the ability to supply new fabricated parts, wire harnesses, and other miscellaneous parts required to successfully install the CWB modification kits. Additionally, offerors must be able to provide engineering support, technical order development, and other related services. The RFI contains a Contractor Capability Survey for respondents to provide information about their company and qualifications. Responses are due by June 14, 2024, but participation in this RFI does not guarantee future solicitation or contract award.

Interested parties should have a proven support capability, professional knowledge, and experience to provide material and services in support of the following for C-130H/J aircraft configurations and their associated structural components:
To support the task requirements, provide proper fleet support, and ensure maximum aircraft availability, it is imperative that the Contractor has an extensive background in providing C-130 major structural components. Only with high quality engineering, technical, and logistics support can the Air

Engineering efforts will include, but are not limited to, identifying and correcting obsolete parts and diminishing supplier issues, performing engineering analyses, prototyping, performing reliability and maintainability improvements, and providing engineering data. If not previously qualified as a supplier, offerors will support trial installation and verification installations of the ESL CWB kit on C-130H/J aircraft. Offerors must be able to provide engineering support to aid in the resolution of kit deficiencies and structural damage that may occur during production and installation of the center wing box. The kit drawings and reference drawings necessary to accomplish the retrofit, new record Time Compliance Technical Orders (TCTOs) and kit lists, and electrical wiring drawings will be delivered as part of this acquisition.
