About this file

This is a Notice of Intent to Sole Source for a commercial supply contract. The National Institute of Standards and Technology (NIST), specifically the Physical Measurement Lab's Nanoscale Device Characterization Division, intends to procure one (1) Coherent Model OBIS 320nm XT, 40mW continuous wave (CW) ultraviolet (UV) laser on a sole source basis with Coherent, Inc. under FAR Part 12 (Acquisition of Commercial Products and Services). The laser will support NIST's CHIPS metrology project focused on investigating uniformity and defects in chip-to-chip bonding and will serve as a photon source for electron microscopy and spectroscopy measurements. The contract will be Firm Fixed Price with FOB Destination delivery terms and includes a one-year warranty.

The salient technical requirements specify a continuous wave output at 320 nm wavelength with 40 mW power and a TEM00 spatial mode with a beam quality factor (M²) of 1.1 or less. Interested firms must submit responses demonstrating how they meet the minimum requirements and technical specifications by providing technical documentation such as brochures, manuals, reports, demonstration videos, and customer references. Questions must be submitted to Contract Specialist Ranae Armstrong at ranae.armstrong@nist.gov with a copy to Contracting Officer Don Collie at Donald.collie@nist.gov no later than April 28, 2026, at 12:00 p.m. ET. Responses must be submitted to the same email addresses no later than May 1, 2026, at 6:00 p.m. ET. No award will be made as a result of this notice, and respondents will not be notified of results.

Notice of Intent to Sole Source Commercial Supply Contract Type: Firm Fixed Price Title: CW UV Laser (Coherent Model OBIS 320nm XT, 40mW) Notice ID Number: NB305000-26-00682

PURPOSE

This is a notice of intent the Acquisition Management Division (AMD) at the National Institute of Standards and Technology Physical Measurement Lab, Nanoscale Device Characterization Division, Advanced Electronics Group, intends to procure a quantity of one (1) CW UV Laser (Coherent Model OBIS 320nm XT, 40mW) on a sole source basis with Coherent, Inc. using FAR Part 12, Acquisition of Commercial Products and Commercial Services.

This notice shall not be construed as a Request for Quote. Respondents are advised that the U.S. Government will not pay for information or administrative costs incurred in the response to this notice. All costs associated with responding to the notice will be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future RFQ or other solicitation (if any are issued). This is a notice of intent to sole source, not a pre-solicitation notice. There is no formal solicitation available at this time. No award will be made as a result of this notice. Respondents will not be notified of the results of this notice, or results of information submitted.

BACKGROUND/OBJECTIVE

The semiconductor supply chain is global, specialized, and interconnected. Chipmakers do business with thousands of individual suppliers that provide the highly complex materials and tools used to produce semiconductors. To address the lack of full visibility into the semiconductors markets supply chain and R&D ecosystem gaps, NIST will conduct the measurement science or metrology, critical to the development of new materials, packaging, and production methods in chip manufacturing.

To meet project requirements, NIST requires a laser system that is continuous wave (CW) and emits in the ultraviolet (UV) to enable efficient photoemission-based measurements. This acquisition will allow the project to expand its photoemission electron spectroscopy and microscopy metrology capabilities. This acquisition is critical to achieving the project’s goals as it would accelerate measurement throughput to deliver milestones and deliverable. The laser will be used to serve a CHIPS metrology project to investigate uniformity and defects in chip-to-chip bonding in order to develop known good processes. The CW UV laser will be used as a photon source required for electron microscopy and spectroscopy to measure changes in chemical and spatial structure as a result to pre-bonding processes. Because of this, the light has a maximum wavelength for this process to occur and therefore the requirement of light must be in the ultraviolet regime. The laser system consists of a laser unit, electronics to control the laser, and a cooling system. A continuous wave with high power is necessary for the measurements to not be distorted spatially or energetically.

SCOPE

The Contractor shall deliver a quantity of (1) CW UV laser Coherent Model OBIS 320nm XT, 40mW, inclusive of FOB Destination delivery terms (or equivalent INCOTERM) and one year warranty.

SALIENT CHARACTERISTICS

Description: Coherent Model OBIS 320nm XT, 40mW Quantity: One (1)
