1.4 Vindicator Area Commander (VAC) Characteristics- Each zone shall be configured so upon initial entry to the zone, personnel shall have 30 seconds to open the door, enter the facility to place the zone into the access mode with the Vindicator Site Commander or Area Commander. The Vindicator Area Commander (VAC) presents an operator with graphical maps of partitions for clear orientation and quick assessment. Logging in, partition selection, viewing and commanding are all accomplished via simple, intuitive touch screen controls. In an alarm situation, VAC issues audible alerts and focuses the operator on the highest priority event. Partition events may be monitored and/or controlled from outside the partition by security personnel using the Vindicator Command and Control (VCC
2) with a V5 IDS system controller located at the Security Forces BDOC (bldg. 1310). Activating IDS: Arming a partition or point or active intrusion sensing when partition should be unoccupied places the area in a Secure state (Green). Any encroachment on that area would put the system into an alarmed state. Deactivating IDS: Putting a partition or point into Access (Yellow) effectively disarms the partition or point. This de-activates (shunts) intrusion sensing so the partition may be occupied without setting off alarms. VAC Installation: The VAC can be directly wall mounted or installed in a locked, tamper alarmed and tamper resistant enclosure. The enclosure is suitable for flush or surface mount installation. It is a color graphic user interface for local area security arm and disarm control.
View, assess and command the security situation using the touch screen display presenting graphic map-based information tailored to your facility. Local voltage for Kunsan AB is 110-120 (ref: AFI 31-101 PACAF SUP.)
1.4.1 VAC Color Codes-
Red- Alarm, sensed intrusion Yellow- Access, disarmed for alarming (shunted).
Magenta- Tamper alarm, security equipment tampered with Cyan- Trouble alarm, requiring maintenance. Maintenance states persist until fixed, with no operator ability to clear them.”
Blue- Communication Failure/Test Failure, requiring maintenance. Maintenance states persist until fixed, with no operator ability to clear them.
1.5 Power Requirements- All IDS Sensors and supporting equipment shall have a minimum back-up of 4 hours uninterrupted power source IAW AFI 31-101, Prior to installation the contractor shall coordinate with the Contracting Officer’s Representative (COR) if it is necessary to verify the location of utilities at each building. All installed equipment shall operate on 110V. Requesting site survey before awarding contract, to levitate any purchasing issues before install.
1.6 Electrical Support. All conduit and materials furnished by the Contractor shall be new, be UL-listed, and meet
National Electrical Manufacturers Association (NEMA) and National Electric Code (NEC) requirements.
Information for obtaining NEMA and NEC requirements can be found at http://www.nema.org and http://www.codesbookstore.com, respectively. Junction boxes, expansion joints, and conduit fittings shall be fabricated from a material similar to the connecting conduit. These materials shall be supplied and installed by the Contractor.
1.6.1 Wiring-All wiring and cables shall be individually marked and identified. Wiring and cabling shall exit through conduit to a pull box.
1.6.2 Conduit-Rigid Metal Conduit (RMC) shall be steel, hot-dipped galvanized inside and outside. All IDS connections shall be made with RMC. When tested in accordance with ASTM A90, zinc coating of rigid metal conduit shall be a minimum of 1.5 ounces per square foot inside and out. Electrical metallic tubing (EMT) and intermediate metal conduit (IMC) shall be steel, galvanized on the outside and protected on the inside with a suitable corrosion-resistant material. Fittings shall be watertight. Set screw and pressure cast fittings shall not be permitted. Steel compression fittings shall be allowed.
1.6.3 Flexible conduit-shall be liquid-tight. Flexible conduit shall be limited to CCTV connections only.
Underground conduit shall be installed a minimum of 18 inches deep. Installation of conduit shall be in accordance with the requirements of the NEC. All conduit ends shall be reamed to remove burrs and sharp edges. Where conduit is threaded in the field, a standard conduit-cutting die with a 3/4-inch taper per foot shall be used. All conduit placed on structures shall be fastened with conduit straps or hangers. Conduit shall be fastened within three (3) feet of each box or fitting and all metal conduit clamps shall be of the galvanized malleable type. Clamps for two (2) inch diameter or larger conduit shall be of the two (2)-hole type. All PVC conduit terminations shall be fitted with bushings or bell ends. All metal conduit terminations shall be fitted with a grounding type bushing except that conduit used for duct cable casing that does not terminate in a ground box. All conduit locations and pull boxes shall be marked on the Wiring Diagram.
1.6.4 Pull Boxes-Pull boxes shall be precast and the lid shall be flush with the adjacent surfaces. All pull box installations shall include proper drainage.
1.6.5 Fiber Communication Lines- Fiber conduit shall be installed to run from all IDS sensors and all fixed CCTV locations to and from the local monitoring workstation located at bldg. 981, Visitor Control Center (VCC). Communication lines shall be connected to and from the light poles with CCTV systems installed (as seen in attached diagram) and the VCC workstation to ensure monitoring capabilities. It shall establish initial expectations in regard to false and nuisance alarms. Following successful the Phase 2 testing the Government shall accept the IDS system via the Air Force Form 747.
1.8.5 AFI 31-101 Phase 3 Testing. Conducted by the local Security Forces. Phase 3 testing is a 30-day continuous operational test to assess how well the system performs in its normal operating mode on a permanent basis. This test is to detect any premature or latent defects in the equipment or components and to allow the operators and maintainers an opportunity to assess the adequacy of logistics support, and assess the false and nuisance alarm rates of the system.
