CVI GATE TOILET TRAILER
SOLICITATION #FA330024Q0025
I. GENERAL INFORMATION
The 42nd Contracting Squadron, 50 LeMay Plaza, Bldg. 804, Maxwell AFB, AL has a requirement to purchase services as described in the Statement of Work (SOW), (Attachment 1). This is a streamlined combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice.
The solicitation number is FA330024Q0025, and this requirement is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect in the Federal Acquisition Circular 2024-05 and Defense Publication Notice (DPN) change notice 20240326.
A Firm-Fixed Priced (FFP) Definitive Contract will be made in accordance with the following:
NAICS: 562991; Size Standard: $9,000,000
LOCATION: Maxwell AFB in accordance with (IAW) the SOW.
THE GOVERNMENT IS SOLICITING FOR “OPEN MARKET” QUOTES ONLY. GENERAL SERVICES ADMINISTRATION (GSA) QUOTES WILL NOT BE CONSIDERED.
THIS REQUIREMENT IS BEING SOLICITED AS A 100% SMALL BUSINESS SET -ASIDE
II. NATURE OF THE ACQUISTION:
Maxwell AFB, AL has a requirement to provide two-stall rental portable toilets and hand washing at Maxwell AFB as outlined in the Statement of Work (SOW). This procurement will be awarded as a single Firm-Fixed Price (FFP) contract. A site visit will be conducted on Friday, April 26, 2024, 9:30 A.M. Attendees will meet at the Kelly Street Gate at Maxwell, AFB. Quotes must be received NLT 29 April 2024, 10:00 A.M. (CST). Please respond to this RFQ by emailing responses to: Dartamien Brown at e-Mail: dartamien.brown.1@us.af.mil and Eldrae Perdue at e-Mail: eldrae.perdue@us.af.mil. Late price lists/quotes will be processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawals of offers.”
Offeror agrees to hold the prices in its offer firm for 30 days after submission of quotation. Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will be considered late and handled in accordance with FAR 52.212-1(f). Multiple offers will not be accepted under this RFQ, nor will multiple awards be considered.

52.212-1 INSTRUCTIONS TO OFFERORS
IV. QUOTE PREPARATION INSTRUCTIONS
To assure timely and equitable evaluation of quotes, offerors must comply with the instructions contained herein. Noncompliance may raise doubt regarding an offeror’s performance capabilities and may be grounds to eliminate the quote from consideration for contract award. Quotes must be complete, self-sufficient, and respond directly to the requirements of the RFQ. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Government intends to evaluate offers and award this FFP contract without discussions. Therefore, the offeror’s initial quote should contain the offeror’s best terms from a price standpoint. The offeror’s quote response shall consist of two (2) separate parts; Part I – Price List/Quote (valid for one year) and Part II – Technical Quote.
PART I – PRICE LIST/QUOTE
(a) Complete Section III – Schedule Of Supplies/Services above.
(b) Pricing shall be FFP for each Contract Line Item Number (CLIN). Submit price list/quote for all CLINs on company letterhead.
PART II – TECHNICAL QUOTE
An offeror will be determined technically acceptable based on the following criteria:
(a) The offeror must provide evidence of the ability to satisfy the service requirements stated in the SOW.
1. The offeror submits a dated price list/quote with unit prices in response to this solicitation; and takes no exception to the requirements of this synopsis/solicitation and in doing so and without taking any exception to the requirements of this synopsis/solicitation, including specification, "Schedule of Supplies/Services" and terms and conditions, the offeror accedes to all solicitation requirements. Offerors may submit quotes by email as responses to this solicitation. E-mail quotes are subject to the same rules as paper quotes.
2. If offerors SAM Representations and Certifications are not current, then they must include a completed copy of the provisions at FAR 52.212-3, and Alternate I, Offeror Representations and Certifications – Commercial Items. Incomplete or expired Representations and Certifications will render a quote as non-responsive and it will not be considered.
3. Interested parties capable of providing the requirement must submit a written price list/quote to include discount terms, tax identification number, and cage code.
4. To be eligible to receive an award resulting from this RFQ, contractors must be registered in the DoD Systems for Award Management database, no exceptions. To register, please visit http://www.sam.gov or by calling 1-866-606-8220.

V. BASIS FOR AWARD
This is a firm fixed price solicitation in which technical acceptability and price will be evaluated for a competitive best value acquisition utilizing FAR Part 13, Simplified Acquisition Procedures. Award will be based on technical acceptability and price. For quotes determined to be technically acceptable, a selection will be based on the lowest price.
A. PRICE:
The Government may use any of the following price analysis techniques IAW FAR 13.106-3(a) to determine price reasonableness: competitive quotes, comparison of the proposed price with prices found reasonable on previous purchases, a comparison with similar items in a related industry, comparison to an independent Government estimate, or any other reasonable basis.
B. TECHNICAL EVALUATION.
Each offeror’s technical quotes will be rated for acceptability on an Acceptable/Unacceptable basis. All technical criteria must be rated “Acceptable” to be considered technically acceptable. Simply restating the technical criteria within a quote may result in an unacceptable rating and preclude the offeror from award.

C. AWARD WITHOUT DISCUSSIONS: The Government intends to award a FFP contract without discussions with offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest.
