About this file

This is a grant application form issued by the Commonwealth of Massachusetts Division of Marine Fisheries for the Clean Vessel Act (CVA) Pumpout Grant Program. The program provides Federal funds to support the installation and replacement of pumpout equipment at existing and prospective recreational boating facilities. Applicants must request specific equipment types, including pumpout boats, shoreside pumps, dump stations, or floating restrooms, and provide detailed information about the water body to be serviced, including the number of slips, moorings, transient boaters, existing facilities within a three-mile radius, and estimated recreational boats with holding tanks or portable toilets. Applications must include a nautical chart with marked locations of proposed and existing pumpout facilities with latitude and longitude coordinates, a description of recreational boating activities in the area, and a comprehensive waste handling plan from boat to licensed sewage treatment facility.

The CVA program operates as a match-reimbursement program requiring approved applicants to contribute a minimum 25% match of equipment costs, with the remaining 75% funded through Federal dollars obtained by the Commonwealth from the U.S. Fish and Wildlife Service - Office of Coastal Initiatives. Grant recipients must maintain CVA equipment operational in accordance with program terms and Federal regulations outlined in 50 CFR 85. For replacement equipment applications, applicants must provide purchase dates, documentation of previous CVA funding, original condition status, and all identifiable numbers such as hull identification numbers and serial numbers. Applications should be directed to the Massachusetts Clean Vessel Act Program at 30 Emerson Avenue, Gloucester, MA 01930, with approval contingent upon Federal fund availability, compliance with state and Federal guidelines, and demonstrated need within Massachusetts' recreational boating community.
