FEDERAL BUREAU OF INVESTIGATION

JUSTIFICATION FOR LIMITED COMPETITION/SIMPLIFIED ACQUISITION

JUSTIFICATION AND APPROVAL FOR

ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the Sound-Craft Classic Lectern (Custom 27” Depth) listed on DJF-20-2100-PR-0003358 is available from only one manufacturer (brand name only), and competition is precluded as there are no substitutes available.

1. This acquisition is restricted to the following manufacturer:

Company: Sound-Craft Systems, LLC Company Address: P.O. Box 903, 1313 Hwy 64 W, Morrilton, AR 72110 Company Point of Contact and Phone Number:

2. The Sound-Craft Classic Lectern (Custom 27” Depth) is estimated to cost ____________ and is required to be delivered by 5/13/2020.

The Sound-Craft Classic Lectern (Custom 27” Depth) is a custom podium that is required because it has been designed to fit Crestron TSW-760 Touchscreens along with a custom monitor for the presenter and a large LED screen mounted on the front of the podium that will be used as a digital signage.

3. A web search was conducted to gather a list of custom lectern designers. Once the list was compiled, FBI personnel reviewed the custom podium options available to determine which manufacturer could meet the design requirements for the Multipurpose Conference and Events Center. The Sound-Craft Classic Lecterns (Custom 27” Depth) were specifically designed for the Multipurpose Conference and Events Center at Redstone Arsenal. No other lectern manufacturer was able to meet the specific requirements for this space.

4. Check and fill in all that are applicable for an Open Market Buy:

|_|The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is <insert description of current equipment>, and the new item/service must coordinate, connect, or interface with the existing system by <insert description of how the new item/service must coordinate or interface>.
|X|A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows:

The Sound-Craft Classic Lectern (Custom 27” Depth) specifications are the sole property of Sound-Craft.

|_| These are "direct replacement" parts/components for existing equipment.

|X| Other information to support a sole source buy:

Sound-Craft’s unique qualifications to manufacture a custom podium meets the needs of the Multipurpose Conference and Events Center at Redstone Arsenal. The design was made in consultation with the Audiovisual Support Team at Redstone Arsenal to make sure the lectern is able to house all required PCs and audiovisual equipment. Other vendors were contacted but were unable to provide a podium that meets the capabilities of a Sound-Craft Classic Lectern (Custom 27” Depth).

If the lecterns are not purchased, the conference rooms at the Redstone Conference and Events Center will not be fully functional and cannot be used. If another lectern is substituted for the Sound-Craft lectern, it will not be able to meet all the requirements of the space.

5. A determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d).

The contracting officer will determine, after considering the level of effort and the mix of skills available for the tasks needed, that the proposed order or BPA represents a reasonable total price and will be the best value for the FBI.

6. A statement of the actions, if any, the agency will take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for supplies and services is made.

The Government will continue to research the market to obtain as many available sources as required in accordance with the FAR to ensure that there are other vendors out there that can satisfy this requirement. In addition, the customer will do due diligence in ensuring that barriers to competition are avoided to ensure we obtain the best value for the government.
