Manufacture and Install Reproduction Curtains
Vanderbilt Mansion National Historic Site
SCOPE OF WORK
1. PROJECT DESCRIPTION
The National Park Service, Vanderbilt Mansion National Historic Site (NPS) has a requirement for reproduction and installation of four sets of window curtains for Mr.
Vanderbilt’s Room. Reproductions shall replicate the curtains based on historic documents in the museum collection.
2. HISTORIC BACKGROUND AND DESCRIPTION OF THE CURTAINS
Vanderbilt Mansion National Historic Site is located in Hyde Park, Dutchess County, New York approximately 80 miles north of New York City. The house, designed by
McKim, Mead and White in 1895 for Frederick and Louise Vanderbilt is the centerpiece of the property and is open to the public for guided tours.
The original curtains were already in poor condition by the time the NPS took ownership of the property in 1940. The NPS replaced the curtains in 1968-69 with simple curtains, reusing some applique components from the original curtain panels on the new valances.
Only slight evidence of the original curtain panels survive in photographs of the room taken around 1940.
The original curtains were crimson silk velvet in the style of 17th-c. Italian textiles, with silk faille applique work with scrolling acanthus leaves, entwined branches, borders of small scrolling leaves and quatrefoils. The applique work is outlined with metallic cording and braid in two colors. Three complete original valances and fragments of other trimming components from the original curtains and tiebacks survive in the museum collection.
The new valances will replicate the design of the original valances. Because enough evidence does not survive, this project does not intend to recreate the original curtains with applique work along the leading edges. Curtain panels for this project will be trimmed with gallon and tassel fringe as seen in the photographs.
The velvet, applique and embroidery work for the valance panels, the blocked-cut fringe, the gallon and tassel fringe, and tiebacks for the new curtains panels will be acquired by the government under a separate contract.
3. STATEMENT OF WORK
Contractor shall produce, deliver, and install valances and window curtains for four windows in Mr. Vanderbilt’s room. The finished valances shall replicate the original documents in the collection. Production will require some coordination with the
Contractor responsible for the applique work services obtained by the NPS under separate but concurrent contract.
Existing Reproduction Curtain Measurements
South window Reproduction Curtain Panels (4 curtain panels): 47” x 110”
South Window Dimensions (2 windows): 46” x 110”
West Window Reproduction Curtain Panels (4 curtain panels): 51” x 110”*
West Window Dimensions (2 windows): 59” x 110”
*Measurements are approximate. There were variations in width by 2 inches.
Existing Reproduction Valance Measurements
South Window Reproduction Valances Overall Dimensions (2 valances): 22” x 59”
South Window Pelmet Boards: 4.5” deep x 52.5” wide
West Window Reproduction Valances Overall Dimensions (2 valances): 22” x 77”
West Window Pelmet Boards: 6.5” deep x 66.25” wide
ORIGINAL VALANCE MEASUREMENTS
The National Park Service typically adopts alternative methods of installation to preserve original historic finishes and materials. The new valances may be attached to the original wood pelmets, but the contractor shall evaluate the original installation method and propose alternative methods, where possible, to protect original architectural surfaces and hardware, achieve stability, and promote ease of removal for periodic preservation maintenance.
4. GOVERNMENT RESPONSIBILITIES
NPS shall provide velvet, appliqued panels for valances, and trimmings procured through separate contracts in the following quantities:
• Velvet (Lelievre; Sultan, 55” wide, polyester), 40 yards. Government estimates 27 yards required for eight curtain panels, and 7 yards required for four valances.
• Applique and embroidered panels replicating the original valance pattern, four (4) panels.
• Blocked-cut fringe for valances, 20 yards.
• Gallon and tasseled fringe for curtain panels, 40 yards.
• Double tasseled tiebacks, eight (8).
• Original pelmet boards, four (4).
The government shall facilitate contacts between the contractor and any other contractors producing goods or services related to this contract.
5. CONTRACTOR RESPONSIBILITIES
Contractor is responsible for all labor and materials not supplied by the government
(velvet, applique work, and trimmings noted in Section 4 above), including lining fabrics, interlining fabrics, buckram lining for valances, hardware (brass rings, hooks), and all supplies necessary to assemble all components. Contractor is responsible for sewing necessary to assemble all components. Contractor is responsible for delivery and installation of the finished window curtains.
Some coordination is required between the contractor of this contract and the contractor responsible for applique services.
6. DELIVERABLES/TASKS
The Contractor shall deliver in accordance with the following schedules (1) a description of the original documents and proposed method of construction, noting any differences between the original design and proposed reproduction; (2) technical data for lining and interlining material; and (3) the finished and installed drapery outlined in Section III.
Reproduction velvet and trims will be supplied by the government. The contractor is responsible for supplying approved lining and interlining fabrics and all other materials and supplies necessary for the final reproduction and installation.
Price quoted for this proposal should be for the entire job, including all materials, delivery costs, travel, and installation. Itemize costs associated with travel.
7. SITE VISIT
All offerors submitting a quote for this contract are strongly encouraged to visit
Vanderbilt Mansion National Historic Site in Hyde Park, New York for the purpose of examining the original documents, estimating yardage, and understanding installation requirements. Failure to do so will not relieve the Contractor from responsibility for having estimated properly the difficulty or cost of successfully performing the work.
Site visit can be scheduled by contacting Frank Futral (see contact information below).
8. CONDITIONS AFFECTING THE WORK
The Contractor will be held to have examined the historic valances and the site location;
to have determined the quantities of materials required; to have ascertained the nature of the work and conditions which will affect the services to be performed; and all costs to complete the work of this contract. All persons submitting a proposal for this contract are strongly encouraged to visit Vanderbilt Mansion National Historic Site in Hyde Park, New York for the purpose of examining the original documents, estimating yardage, and understanding installation requirements. Failure to do so will not relieve the Contractor from responsibility for having estimated properly the difficulty or cost of successfully performing the work.
Contracts for applique services and for trimmings are scheduled to be awarded at the same time as this contract. The work of this contract will be dependent on the fulfillment of those orders, resulting a potential delay for the commencement date of this contract
(the estimate is about 6 months).
9. SAM REGISTRATION
All Contractors shall be registered in SAM.gov.

13. PAYMENT
Full payment will be made upon delivery and acceptance of installed curtains.
14. EVALUATION METHODOLOGY
Award will be made to the responsible offeror whose proposal conforms to the solicitation and represents the best value to the Government based upon an integrated assessment of the evaluation factors listed below. The Government will consider:
Technical Capability, Personnel, Past Performance, and Price. The factors listed below are in descending order of importance.
All evaluation factors other than price, when combined, are significantly more important than price; however, price will contribute substantially to the selection decision. The evaluated price will not be rated or scored but will be a consideration for reasonableness and realism in the final source selection decision. The government reserves the right to award this action to other than the lowest priced offer.
a. Factor 1- Technical Capability (limited to 2 pages)
Offeror shall submit a written description that demonstrates they have the required technical knowledge to create window curtains of quality that is represented by the original furnishings in the Vanderbilt Mansion. Specify what techniques, equipment, labor will be employed; and a timeline identifying, at a minimum, the stages of work to complete this project. Describe methods to protect and meet preservation concerns of the original valances while in the offeror’s possession.
b. Factor 2- Personnel (limited to 2 pages per resume)
Offeror shall demonstrate skills and training of personnel involved in this project, showing minimum required skills are met.
c. Factor 3- Past Performance (limited to 4 pages, including photographs)
• An evaluation of offeror’s past performance information will be conducted subsequent to the technical evaluation. The offeror must have demonstrated successful completion of projects similar in quality, technique, and complexity. Preference will be given to quotes that demonstrate past performance of similar projects related to reproduction services of similar historic significance.
• The evaluation will be based on information obtained from the written proposal, photographs, other relevant past performance information obtained from sources known to the Government, and any other information supplied by the offeror, to include problems encountered on the identified contracts and corrective action taken.
• The Government will assess the relative risks associated with each offeror.
Performance risks are those associated with an offeror’s likelihood of success in performing the acquisition requirements as indicated by that offeror’s record of past performance.
• The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror’s performance on a list of contracts, but rather the product of subjective judgement by the Government after it considers all available and relevant information.
• When assessing performance risks, the Government will focus on the past performance of the offeror as it relates to all acquisition requirements, such as:
1) the offeror’s record of performing according to specifications, including standards of good workmanship; 2) the offeror’s record of controlling and forecasting costs; 3) the offeror’s adherence to contract schedules including the administrative aspects of performance; 4) the offeror’s reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and 5) the offeror’s business-like concern for the interest of the customer.
• The Government will consider the currency and relevance of the information, sources of the information, context of the data and general trends in the offeror’s performance. The lack of a relevant performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the offeror. Note: Contractors submitting offers without past performance will receive a neutral rating.
• Offerors shall provide three (3) projects completed in the past ten (10) years with a similar scope. Describe any previous experience in acquiring and delivering product of this kind, including the scope and complexity of the project. Contractor shall also submit detailed photographed samples from previous contracts.
• Specify techniques utilized to complete the work and technical data on fiber content, and any chemical-related treatment of supplies proposed for the completion of the work. Note: Listing completed projects does not address this criterion. A narrative that articulates past experience and description of successful completion of deliveries should be discussed.
15. PRICE
• Offeror’s price quote will not be point scored or adjectively scored but will be evaluated on price reasonableness and realism. The price quote will also be used as an aid to determine that the Offeror understands the requirements of the solicitation, price reasonableness and to assess the validity of the offeror’s approach to managing and performing the work.
• The offeror shall submit a price quote separate from all other volumes; any pricing information found in the technical or past performance volumes will be removed prior to evaluation.
• The Government will evaluate the price quote for reasonableness and realism. The
Government will also evaluate price with regards to the ability of the offeror to meet requirements in terms of skills required, complexity of disciplines and job difficulty, if the Government deems such analysis necessary.
