About this file
This is a Request for Information (RFI) issued by the Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Installation and Technology Division, on behalf of the Defense Commissary Agency (DeCA), to conduct market research regarding Currency Handling Equipment capabilities. The RFI is explicitly identified as a pre-solicitation notice and not a binding commitment to issue a formal solicitation or make any purchases. This is voluntary market research to assess industry capability and capacity to supply currency handling equipment to support DeCA operations.
Respondents are instructed to clearly mark any proprietary or competition-sensitive information in their submissions. All response costs are the sole responsibility of interested parties, and the Government will not provide reimbursement for preparation or submission expenses. Respondents should note that information submitted is voluntary and subject to change, and the Government's provision of this RFI does not constitute a commitment to award any contract or purchase any products or services. I. OBJECTIVE & BACKGROUND
The Defense Commissary Agency (DeCA) is a component of the Department of War (DoW) that provides enterprise-wide mission support to all U.S. uniformed services, including the Army, Marine Corps, Navy, Air Force, Space Force, and Coast Guard, in both continental United States (CONUS) and outside of the continental United States (OCONUS) locations. DeCA’s mission is to deliver a vital benefit of the military compensation package that improves quality of life and readiness by providing grocery items at significant savings to military personnel and their families, enhancing their quality of life and readiness. DeCA operates a global system of 235 commissaries across 45 states, 13 countries, and two United States (U.S.) territories, with approximately 3,000 checkout lanes.
DeCA is conducting market research to identify qualified sources capable of providing heavy-duty, commercial-grade currency handling equipment (cash and coin counters) for deployment across approximately 235 global commissary locations.
To standardize currency operations, DeCA intends to execute a centralized acquisition for the hardware, global shipping logistics (with a preference for direct-to-store drop-shipping), and a minimum 3-year extended maintenance support plan.
These devices will operate as standalone, non-integrated units and require no physical or software connection to DoD networks or Point-of-Sale (PoS) systems.
II. MINIMUM TECHNICAL & PERFORMANCE REQUIREMENTS
To meet DeCA's operational requirements for high-volume grocery environments, proposed equipment must meet or exceed the following specifications:
1. Mixed Bill Counter & Value Discriminator (Qty: 235)
· Target Standard: Cassida 9900R V2 (or strictly equivalent).
· Multi-Denomination Value Counting: Must automatically recognize, scan, and count mixed stacks of unsorted currency without requiring pre-sorting by denomination.
· Orientation Flexibility: Must count mixed denominations regardless of facing or orientation.
· Counterfeit Detection: Must feature integrated counterfeit detection capabilities to identify suspect, counterfeit, or altered bills.
· Future-Proofing: Must be fully compatible with, and upgradeable to support, the upcoming redesigned U.S. Federal Reserve $10 bill.
2. Heavy-Duty Commercial Coin Sorter & Packager (Qty: 235)
· Target Standard: Cassida C300 (or strictly equivalent).
· Sorting & Display: Must count, sort, and display the total dollar value of mixed U.S. coins by denomination.
· Commercial Capacity & Speed: Must be designed for high-volume retail cash rooms, featuring a minimum hopper capacity of 1,000+ coins and a sorting speed of at least 300 coins per minute.
· Wrapping/Packaging Capability: Must support automated batching/wrapping modes and include physical coin tubes to facilitate rapid packaging into standard paper coin rolls for register replenishment.
III. INFORMATION REQUESTED FROM INDUSTRY
Interested vendors are requested to submit a capability statement (not to exceed 5 pages) addressing the following:
1. Business Information & Procurement Strategy
· What is your business size and socioeconomic status (e.g., Small Business, SDVOSB, 8(a))?
· Are you an authorized reseller of Cassida products?
· On which Federal Contract Vehicles (e.g., GSA Schedule, SEWP, CHESS) are these products and maintenance plans currently available? If you operate solely on the Open Market, please state so.
2. Technical & Logistical Capabilities (Critical)
· Dual-Voltage Operation: DeCA requires deployment to OCONUS locations (Europe/Pacific). Are the proposed Cassida models natively dual-voltage (110V/220V), or do they require separate power adapters/transformers for international use?
· Global Shipping & Logistics: DeCA highly prefers the vendor to execute direct drop-shipping to all 235 global store locations to ease internal logistics.
· Please confirm if your firm has the capability to manage direct OCONUS drop-shipping (including necessary customs/freight).
· If direct OCONUS shipping is not feasible, state whether you must utilize a DoD consolidation point (e.g., DLA Depot) for overseas transport.
· Maintenance & Sustainment: Describe your standard commercial warranty (assumed 1-year). Detail your approach for providing an extended 3-year maintenance/sustainment plan for all 470 units (e.g., return-to-depot repair, hot-swap replacement).
3. Budgetary Rough Order of Magnitude (ROM) Please provide a budgetary ROM for planning purposes. Ensure pricing reflects a volume purchase of 235 units of each device.
