About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services at or below the Simplified Acquisition Threshold (SAT), submitted under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1. The justification is for the procurement of Miscellaneous Cummins Parts to support a 47' MLB (Metal Lifeboats) vessel. The suggested source is Cummins Sales and Service, located at 8051 Allentown Boulevard, Harrisburg, PA 17712 (UEI: CNZGG1YFX3A5). The procurement is justified under the "Only One Source Is Available" authority due to the unavailability of technical data required to assess equivalent or alternate equipment that meets the Coast Guard's performance, fit, form, and function requirements. The rationale notes that the Cummins parts support currently installed components on the 47' MLB, and that manufacturing substitute items without proper Original Equipment Manufacturer (OEM) parts and access to OEM technical specifications, drawings, tolerances, and test procedures could result in major mission degradation.

The Contracting Officer employed multiple fair and reasonable price determination methods, including market research, comparison of the proposed price with prices found reasonable on previous purchases, and comparison with similar items in related industries. The justification was signed by the Technical and Requirements Point of Contact (Steven A. Bolen) on July 15, 2026, and by the Contracting Officer (Bryan Anthony Duffey) on August 19, 2026. The specific purchase request or requisition number and estimated total value are not detailed in the provided portions of the justification document.
