About this file
This document is a Class Justification and Approval (CJ&A) that authorizes and approves multiple contract actions with Raytheon Missiles and Defense (RMD) for the acquisition, testing, and fielding of the Medium Range Intercept Capability (MRIC) system. The MRIC system includes missiles, launchers, and mini-Battle Management and Control (mBMC) components. These contract actions are follow-on to prior Contractual Engineering Tasks. The total estimated dollar value for these procurements from FY24-FY30 is in the range. The statutory authority cited is 10 U.S.C. 3204(a)(1) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The rationale is that RMD is the only responsible source for the MRIC components due to intellectual property and technical data rights. Market research identified no other capable sources. The CJ&A is approved to expire on September 30, 2030.

2200 Lester Street
Quantico, VA 22134-5050
2. Description of the Action Being Approved
This Class Justification and Approval (CJ&A) authorizes and approves the issuance of multiple contract actions to Raytheon Missiles and Defense (RMD), 1151 E. Hermans Rd., Tucson, Arizona 85756-9367 for the acquisition, testing, and fielding of: 1) Missiles in support of the
Medium Range Intercept Capability (MRIC) Prototype deployment, 2) MRIC systems, launchers, and mini-Battle Management and Control (mBMC) systems, and 3) logistics and technical support for the items being acquired. These actions are follow-on to several
Contractual Engineering Tasks accomplished through the Defense Microelectronics Activity
Advanced Technology Support Program IV. The authority to act under this class justification expires on 30 September 2030.
3. Description of Supplies
The proposed contract actions provide operational interceptor missiles to support the Fiscal Year
(FY) 2025 MRIC prototype deployment and subsequent production of three United States
Marine Corps (USMC) MRIC batteries that are comprised of the quantities provided in paragraph below. MRIC is a Middle-Tier of Acquisition (MTA) rapid prototyping effort, serving as a short-to-medium range air defense system that fills a crucial capability gap in the Indo-
Pacific theater. The MRIC system integrates missile, launcher, and mBMC with USMC Ground/Air Task-Oriented Radar (G/ATOR) and Common Aviation Command and
Control System (CAC2S) to detect, track, identify and defeat enemy cruise missiles and other manned and unmanned aerial threats.
The missile is the kinetic kill weapon for MRIC.
These missiles, launchers, and mBMCs are essential for the MRIC prototype and production systems to be operationally deployed.
The initial contract will include up to missiles to support the initial Medium Range Intercept
Capability (MRIC) Prototype deployment. The second contract will include three Batteries of
MRIC systems consisting of missiles, Expeditionary launchers integrated with Iron
Dome Missile Firing Unit Launch Control Electronics (LCE), and mini-Battle Management and Control (mBMC) systems with Uplinks compatible with the LCE and logistics and technical support.

4. Statutory Authority Permitting Other Than Full and Open Competition
The statutory authority permitting use of other than full and open competition is 10 U.S.C. §
3204(a)(1) "Only One Responsible Source and No Other Supplies or Services Will Satisfy
Agency Requirements."
5. Rationale Justifying Use of Cited Statutory Authority
In accordance with 10 U.S.C. § 3204(a)(1) and Federal Acquisition Regulation (FAR) 6.302-
1(a)(2)(ii) and (iii), the Government has deemed the requirements listed above to be available only through RMD and award to any other source would result in substantial duplication of costs to the Government that are not expected to be recovered through competition and would result in an unacceptable delays in fulfilling the government’s requirements.
Rafael makes the MRIC system composed of three components: the missiles, launchers, and mBMC. The mBMC contains a software baseline that was developed by Rafael. Rafael has an agreement with RMD and has only licensed RMD to provide the missiles, launchers, and mBMC. In addition, Rafael provides only RMD with and access to the tech data that is needed to integrate all the parts and to ensure that each part will work with the other parts and systems of
MRIC. The Government does not have access or the rights in the tech data necessary for a competition.
It would be cost-prohibitive to develop another system that uses a different intercept missile, launcher, and mBMC, and this course of action would result in significant duplication of costs considering the work already accomplished. Switching the MRIC system design baseline to a new cruise missile defense system utilizing portions of other existing systems such as the
National Advanced Surface-to-Air Missile System (NASAMS) or Enduring Shield would require an extensive Research, Development & Test (RDT&E) effort. The NASAMS launcher carries only missiles, thus requiring an increased number of launchers to support MRIC Concept of Operations (CONOPS). The Enduring Shield launcher carries only missiles, thus requiring additional launchers to meet MRIC CONOPS. The increases in missiles and launchers would require additional mBMC units and possibly additional fire control. Based on current costs, this would equate to approximately for the NASAMS AIM-120 and for the Enduring Shield AIM-9X for missile procurement costs alone with no visibility of additional equipment requirements and costs.
J&A Number: 23,277
In a 31 May 2018 memo, USMC Deputy Commandant, Combat Development and Integration, requested the Assistant Secretary of the Navy (ASN) Research Development and Acquisition
(RD&A) to take action to initiate accelerated acquisition toward fulfilling an Urgent Statement of
Need for a mission critical warfighting MRIC. In an 18 November 2019 memo, Director, Capabilities Development Directorate, selected the missile as a suitable cruise missile defense capability. Per the above memos, GBAD was directed to deploy a MRIC prototype by FY25.
Based on the history of this effort, award to another contractor to develop a similar system would take approximately four years to design, develop, test, integrate, and demonstrate a prototype capability. Further, it is estimated it will take an additional two years to produce a residual capability to be deployable, and an additional five years to produce the residual capability to scale and delivering systems to the required sites. This delay is unacceptable as it would delay filling a mission-critical defensive capability gap until 2034, causing undue harm to U.S. forces as production batteries would not be fielded to Low Altitude Air Defense (LAAD) units in FY26, FY27, and FY28.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
In accordance with FAR Part 10, market research was conducted by posting a Notice of
Intent/Sources Sought, M67854-23-R-0082, to SAM.gov on 24 August 2023 to determine if there were potential responsible sources able to meet the procurement requirements for the interceptor missiles, launchers, and mBMCs.
One response was received by Carolina Unmanned Vehicles, Inc. (CUV), a small business. The program office reviewed its response and found that it was non-responsive to the USMC’s request and the information CUV provided did not meet the Government’s requirements. The
Sources Sought was for missiles, launchers, and support; CUV proposed an elevated sensor on an Aerostat balloon. No other offerors responded to the notice and there has been no additional interest or inquiry into this effort.
7. Determination of Fair and Reasonable Cost
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition
The TDPs for the missile, launcher, and mBMC are not currently available to facilitate competition. If future procurements of the components described herein are necessary, and if another potential source emerges, PM GBAD will assess whether competition for future requirements is feasible. Any future actions will be reviewed by PM GBAD to offer competition to the greatest extent possible.
