About this file
This is a Justification and Approval (J&A) document for other than full and open competition for a bridge contract to continue Base Operations (BASOPS) services at Fort Moore, GA. The J&A authorizes a sole-source award to incumbent Tiya Support Services & Keta Group, LLC for a 12-month base period (March 1, 2025 - February 28, 2026) plus a 6-month option period at a total value of $90,266,544.
The BASOPS contract provides comprehensive facility maintenance services across Fort Moore's 2,300 buildings and 19 million square feet of facilities, including facilities engineering, grounds maintenance, snow/ice removal, vertical/horizontal facilities maintenance, cemetery operations, GIS services, and water/wastewater treatment. The bridge contract is needed because the follow-on competitive procurement, which will be a 100% small business set-aside conducted by MICC-IRC at Fort Sam Houston, is delayed until February 2026. The J&A cites that awarding to a different contractor would require two vendor transitions within 18 months, and that service interruption would impact critical facilities like Lawson Army Airfield Communication Tower and impact national security. A Sources Sought notice was posted on February 7, 2025 and received seven responses, but the government determined maintaining incumbent services was most advantageous.

FAR Part 6 Justification and Approval for Other than Full and Open Competition
1. Contracting Activity: U.S. Army Mission and Installation Contracting Command (MICC)-Fort Moore, GA 6650 Meloy Drive, Building 6, Fort Moore, GA 31905.
2. Description of Action: The Directorate of Public Works (DPW)-Fort Moore requests a new cost-plus-fixed-fee bridge contract with Tiya Support Services & Keta Group, LLC, 345 Highlandia Dr. Baton Rouge, Louisiana 70810. This bridge contract will continue Base Operations (BASOPS) and Maintenance services when the current contract, W911SF-19-C-0024, awarded to Tiya Support Services & Keta Group, LLC, ends on 28 February 2025. The appropriate fiscal year Operations and Maintenance, Army funds will be used to fund this contract. An acquisition plan in accordance with DFARS 207.103(d)(i)(B) was prepared and submitted on February 25, 2025, and is currently in the review and approval process.
3. Description of Supplies/Services: Fort Moore and the Maneuver Center of Excellence provide Agile, Trained, Adaptive, and Ready Soldiers and Leaders for an Army at War, while developing Future requirements for the Individual Soldier and the Maneuver Force and providing a World Class Quality of Life for our Soldiers and Army Families. Fort Moore services a total average daily population of 103,000 and maintains over 2300 buildings totaling nearly 19 million square feet, including 27 million square yards of paved areas (roads, parking), taxiways, aprons, runways, sidewalks, and bridges. If the proposed ceiling is not raised, USAG Moore will be functionally ineffective and unable to support the training mission resulting in degraded national security.
The current BASOPS contract provides public works maintenance services to the entire Fort Moore installation. The BASOPS contract requires the contractor to provide overall management, supervision, personnel, labor and general and specialized equipment to operate, maintain, and repair real property facilities including building and structures and road and grounds in accordance with OPORD 18-011, IMCOM Enterprise Base Operations (BASOPS) Performance Work Statement (PWS) Templates and (Installation Status Report / Annual Average / Subactivity Group).
Facilities Engineering Services Management (400 /131) Grounds Maintenance (primarily, erosion control services) (404 / 131) Snow, Ice, Sand Removal (408 / 131) Facilities Maintenance - Vertical (411 / 132) Facilities Maintenance - Horizontal (420 / 132) Army Cemetery (424 / 31) Installation Geographic Information System (425 /131) Water Treatment Services (502 / 131) Wastewater Services (503 / 131)
The Contractor must provide installation preventive maintenance services seven days per week, 365 days per year. In addition, the Contractor must also provide on-demand repair services on routine, urgent, and emergency basis. Preventive maintenance and recurring sustainment work performed on all real property facilities are to prevent, detect, and correct incipient failures. Preventive maintenance activities include systematic and cyclic check, inspection, servicing, and repair of deficiencies of utility plants and systems, buildings, structures, and grounds facilities. These repairs may also include replacement of parts or components necessary to keep equipment and/or systems operating effectively. On-demand repair service is performed in response to a customer request for service in form of Demand Maintenance Orders (DMOs). DMOs are classified as: 1) Emergency, which immediate action is required to eliminate life threatening or serious injury hazards to personnel; 2) Urgent, upon which failure would soon inconvenience or affect security, health, or well-being of personnel, but does not immediately endanger personnel or properties; and 3) Routine, upon which failure to repair will result in measurable discomfort or inconvenience to the customer or waste resources or create the need for additional minor repairs.
Period of Performance:
Base Period: 01 MAR 2025 to 28 FEB 2026 Value: $60,177,696 FAR Clause 52.217-8: 01 MAR 2026 to 31 AUG 2026 Value: $30,088,848 Total Value: $90,266,544
4. Authority Cited: 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited: As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. Pursuant to the provisions of FAR 6.302-1(a)(2), bridging the current contract will allow the incumbent to continue to provide BASOPS services without resulting in an unacceptable delay which would negatively impact Fort Moore’s obligations to its mission.
a. Background. Contract W911SF-19-C-0024 was solicited in April 2019 via System for Award Management (SAM) and was a 100% Small Business (SB) set aside. A Cost-plus-fixed-fee contract consisting of a 12-month base period and four 12-month option years was awarded to TIYA Services, LLC on 31 August 2019, with a total contract ceiling of $201,000,000. A contract modification review board was conducted and resulted in an analysis of funding issues and subsequently identified a mission need to increase the BASOPs funding. The additional funding was critical for the operation, maintenance and repair of real property facilities, including buildings and structures, roads, and grounds. Therefore, a modification was exercised to increase the ceiling of contract W911SF-19-C-0024 by $83,585,181.90 at the beginning of the last option year.
Fort Moore and the Maneuver Center of Excellence (MCoE) provide Agile, Trained, Adaptive, and Ready Soldiers and Leaders for an Army at War, while developing Future requirements for the individual Soldiers and the Maneuver Force, providing a World Class Quality of Life for our Soldiers and Army Families. Fort Moore services a total average daily population of 103,000 and maintains over 2300 buildings totaling nearly 19 million square feet, including 27 million square yards of paved areas (roads, parking), taxiways, aprons, runways, sidewalks, and bridges. If the proposed bridge is not approved, US Garrison – Fort Moore will be functionally ineffective and unable to support the training mission resulting in degraded national security.
The prospect of awarding a bridge contract to a new contractor would also raise the potential of two vendor transitions within an 18-month period; one for this bridge, and then another after the award of the follow-on contract. Although the award of the follow-on contract will likely require a vendor transition that is unavoidable, incurring a second vendor transition by not awarding a bridge contract to Tiya Support Services and Keta Group, LLC, would be an expense that is avoidable if the interim bridge contract is awarded to the incumbent of the current contract. The benefits of competition will not offset the expense and efforts of multiple transitions within this short timeframe.
The Fort Moore DPW submitted the complete requirements documentation on 8
March 2023 for the new follow-on requirement; however personnel turnover and continuous revisions to the original requirements documentation have delayed the follow-on award which is now projected for February 2026. The Mission and Installation Contracting Command - Installation Readiness Center (MICC-IRC), at Fort Sam Houston, will be leading the procurement effort for the follow-on BASOPS contract on behalf of the Fort Moore DPW. They project to issue the solicitation in July 2025.
With the current BASOPS contract expiring on 28 February 2025, and the critical need to maintain uninterrupted BASOPS services, the only viable option at this time is to execute a bridge contract for a 12-month base period and 6-month option period to allow for the new BASOPS contract to be awarded by the MICC-IRC. The incumbent is the only contractor currently onsite and performing this work under a binding contract. It would take at least 12 months lead time to properly compete this interim requirement and the only source available to continue uninterrupted BASOPS services is the current contractor already on site and performing the work under the existing contract. This justification accounts for the length of time the Government estimates that it will take to establish the new follow-on award with consideration given to the current contract terms.
b. Alternatives.
1) Suspension of Operations. Suspension of operations is not a viable option.
The maintenance service provided by the current contract directly impacts multiple agencies’ missions located on Fort Moore. Suspending maintenance service will result in life, health, and safety issues to include failure of buildings and their equipment; thus, jeopardizing missions of the occupants.
2) Reductions in operations: Reductions were implemented and performed in the current contract to reduce cost. We limited performing work in the Main Post areas such as storm drainage and erosion control; we limited performing some DMO’s and PMO work that should be performed by our BASOP’s contract; we stopped performing work for reimbursable customers until funding is received by the Resource Management Directorate; we deferred the work on other organizations property (refrigerators, freezers, and ice makers); we discontinued work we were performing on ranges that should have been done by Range Division (RD); and reduced work that had low value for what we would pay.
c. Impact if justification is not approved. Failure to approve this action will result in a break of services for base operations and maintenance across Fort Moore, GA thus creating mission failures across multiple agencies. Mission critical facilities like Lawson Army Airfield Communication Tower, McGinnis Wickham Hall (Building 4), and Ranger facilities may have building failures due to lack of maintenance services, thereby threatening national security.
6. Efforts to Obtain Competition: In accordance with FAR 5.203(a), this action has been synopsized on 7 February 2025.
a. Effective Competition: The Government received to its Sources sought posting. All responses were considered.
b. Subcontracting Competition: Subcontracting competition shall be achieved by submission of a subcontracting plan by the incumbent awardee, which shall be incorporated into the new bridge contract. The Government will request a subcontracting plan for this contract action and will coordinate review of the plan with the Small Business Specialist (SBS) and Small Business Administration (SBA) Procurement Center Representative (PCR) as required by FAR 19.705-4(d)(7).
Additionally, the approved plan will be incorporated and made a material part of the contract as required by FAR 19.705-5(a)(5). Finally, a copy of the award document will be provided to the Area Director for the SBA Area Office where the contract will be performed as required by FAR 19.705-6(a) and a copy of the final negotiated subcontracting plan will be provided to the SBA PCR as required by FAR 19.705-6(c).
7. Actions to Increase Competition: The follow-on requirement for the new BASOPS contract that will be procured by the MICC-IRC at Fort Sam Houston, TX, will be set-aside as a competitive 100% small business set-aside and is projected to be awarded by the end of February 2026.
8. Market Research: In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance, and Information (PGI) 206.302-1(d), a Sources Sought Notice and Notice of Intent to Sole Source was posted to Sam.Gov on 7 February 2025 with , received by the closing date of 14 February 2025.
9. Interested Sources: The list below contains the seven vendors that responded to the Sources Sought Notice posted on 7 February 2025:
The Government has considered all responses received in response to the Sources Sought Notice posted 7 February 2025. The benefits of competition, or a sole-source award to a vendor other than the incumbent, will not offset the expense and efforts of multiple transitions within this short timeframe if either of these courses of action are followed.
10. Other Facts:
Approval
Based on the foregoing justification, I hereby approve the procurement of Base Operations and Maintenance Services on an other than full and open competition basis pursuant to the authority of Title 10 United States Code Section 3204(a)(1), only one responsible source. The estimated value of the contract is $90 million for an 18-month period of performance consisting of a 12-month base year and FAR Clause 52.217-8, Option to Extend Services, from approximately 01 March 2025, through approximately 31 August 2026. The approval is subject to availability of funds, and provided that the services or supplies herein described have otherwise been authorized for acquisition.
