About this file
This document is a Justification and Approval (J&A) for the sole source procurement of Operation and Maintenance Service Order Center services. The U.S. Army Mission and Installation Contracting Command (MICC) is awarding a bridge contract to the incumbent contractor, Ethic Tech, LLC, for a six-month base period from November 1, 2024 to April 30, 2025, with an optional six-month extension. The justification cites the immediacy of the requirement and the need to avoid a break in service for this mission-essential service that provides an indispensable lifeline for Fort Liberty's soldiers, civilians, and family members. Market research found no other contractors capable of performing the work within the required timeframe. The estimated value of the bridge contract is $1.45 million. The J&A was approved under the simplified acquisition procedures in FAR Part 13.

Date: See Digital Signature the facility services described above. Ethic Tech, LLC., is currently performing and meeting all aspects of the contract. Transitioning to another contractor on such a short suspense would cause an unnecessary break-in-service until a follow-on contract can be awarded. In addition, a new vendors’ phase-in-period would affect the productivity and the quality of the Fort Liberty Service Order Center. Any delay in award of the bridge contract would negatively affect the health, safety and welfare of Fort Liberty tenants and residents because there would be no systematic process in place for tenants or residents to report or request needed facility services.
6. Efforts to Obtain Competition: In accordance with FAR 5.202(a)(2), this action will not be synopsized. No contractor but the incumbent is capable of accomplishing the work in the timeframe required by the Government. In addition, to date, no other sources have written to express interest in the acquisition.
7. Actions to Increase Competition: This is a sole source action; effective competition is not applicable.
a. Effective Competition: This is a sole source action; effective competition is not applicable.
b. Subcontracting Competition: In accordance with FAR part 19.702 (b)(1), subcontracting plans are not required for contracts from small business concerns.
8. Market Research: Market Research was conducted IAW FAR 10.001(a)(2)(ii). A search was conducted using the Small Business Dynamic Search database for the NAICs selected for this acquisition, 561110 -Office Administrative Services, using the keyword “GFEBS”. The results found no contractors in North Carolina with a capabilities narrative that included GFEBS service capabilities. The search was then expanded to include any state in the United States, and results found a total of six companies that offer GFEBS services. This information provides us with a clear understanding of the available options for our acquisition. Based upon the immediacy of the requirement, only the incumbent is positioned to execute the requirement without the Government incurring a break-in-service.
9. Interested Sources: In accordance with FAR 5.202(a)(2), this action will not be synopsized. To date, no other sources have written to express interest in the acquisition.
10. Other Facts: Other Facts: An option to extend services FAR 52.217-8, was exercised from 1 May 2024 through 31 October 2024 for six months. An approved Request for Service Contract Action along with a complete requirements packet was received on 15 October 2024 for this interim bridge contract. The unforeseen delay of the submission of the follow-on requirements packet to MICC-Fort Liberty has presented contracting with a difficult situation. To avoid a break in service for this mission essential service, which is an indispensable lifeline for Fort Liberty's soldiers, civilians, and family members, the implementation of a bridge contract is the necessary and only viable option as a temporary stop-gap measure.
