FAR 8.405-6 Limited Sources Justification Under the General Services Administration
Federal Supply Schedule Program
1. Contracting Activity: U.S. Army Mission and Installation Contracting Command (MICC) – Fort Lee, 1830 Quartermaster Road, Building 7124, Fort Lee, VA 23801
2. Description of Action: The Fort Lee Directorate of Public Works, Energy & Utilities Branch requests a new firm-fixed-price contract under the General Services Administration (GSA) Federal Supply Schedule (FSS) Program with Johnson Controls, Inc. (JCI). The Government will execute this action against FSS contract GS-06F- 0060P. Projected award is March 2023 and fiscal year 2023 Operations and Maintenance funds will be used. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
This action is a follow-on to contract W91QF5-17-C-0009. That contract was not competed under authority 10 U.S.C. 2304(c)(1). Paragraph 7, “Actions to Increase Competition” of the previous justification, stated: Due to the proprietary nature of the system and the fact that the intellectual property is not provided or licensed to outside parties, there are no other parties that can perform the work.
3. Description of Supplies/Services: This contract action is for integrator support services of an existing proprietary Utility Monitoring and Control System (UMCS) supplied by JCI called the Metasys® Building Automation System. Services under this proposed contract will include but are not limited to: management of Local Operating Network (LON) databases, development of system graphics; system graphic testing and check-out; interfacing with new data transmission equipment; determining compatibility of new equipment with existing systems; preparing system and component documentation; providing training; maintaining and servicing systems; operating and monitoring systems. Performance of these services will occur at Fort Lee, Virginia. The estimated dollar value of the acquisition is $2.3 million. Based upon the Government representative’s 36 years of experience performing, supervising and estimating this type of work in this industry, the Government has determined the anticipated costs are considered fair and reasonable.
The period of performance will consist of a base year plus four (4) 1-year option periods to include up to 6 additional months if FAR Clause 52.217-8 is exercised.
Base Period: 5 Mar 2023 to 4 Mar 2024 Value: $391,922.30 Option Period 1: 5 Mar 2024 to 4 Mar 2025 Value: $403,679.97 Option Period 2: 5 Mar 2025 to 4 Mar 2026 Value: $415,790.37 Option Period 3: 5 Mar 2026 to 4 Mar 2027 Value: $428,264.08 Option Period 4: 5 Mar 2027 to 4 Mar 2028 Value: $441,112.00 FAR Clause 52.217-8 option: 5 Mar 2028 to 4 Sep 2028 Value: $220,556.00
