Justification and Approval (J&A) For Other than Full and Open Competition

Contract Quality Auditor Course, Exams and Certifications

1. Contracting Office: Defense Contract Management Agency (DCMA), Procurement Center, Fort Lee, Virginia.

2. Type of Contract Action: New Contract, Solicitation Number S5121A25QE015, Firm-Fixed-Price contract/GSA Order, DAWDF funds.

3. Description of Supplies/Services and Estimated Value: Provide Contract Quality Auditor (CQA) training, guidebook, exam, exam retake and certification/recertification non-personal services for DCMA quality assurance and quality assurance engineering technical personnel.

Estimated total value of $343,350.00 for one 12-month base and one 12-month option year.

4. Authority Cited: 10 U.S.C. 3204, as prescribed in FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements

5. Reason for Authority Cited: Contract Quality Auditor program, exams and certifications is a program designed by American Society for Quality, LLC ission and has successfully provided services since 2019. ASQ is the only company that can provide CQA certification and is the only company that administers the CQA certification.

6. Efforts to Obtain Competition: Sources Sought notice was posted to SAM.gov on September

2, 2025. No other reliable sources were found that could execute the PWS requirements. As future requirements evolve, DCMA will continually monitor the marketplace and perform market research to determine if comparable services have been introduced to the market and are available to the Government. No other sources were found to offer a comparable program that provides Work Statement (PWS).

7. Fair and Reasonable Cost Determination: The price will be determined fair and reasonable in accordance with price analysis techniques identified in FAR 13.106-3(a)(2), the contracting officer may base the analysis on (i) market research; (iii) current price lists; (iv) comparison with similar items in a related industry; (vi) comparison to an independent Government estimate; or

(vii) any other reasonable basis.

8. Market Research Conducted: Extensive market research was conducted to find other vendors in the marketplace capable of providing these services and could not provide equivalent CQA certification/service for Aerospace Standards, International Organization for Standardization (ISO) 9001 and maintains American National Standards Institute (ANSI) accreditation. There were companies that prepared individuals for the test; however, none of the companies conducted the official exam and certification/recertification services. There are no other certifications of equivalent standard/value and no other organizations are authorized to administer this certification. To provide continuity of certified DCMA quality assurance specialists, the CQA course and examinations must be maintained.
