About this file

This is a Justification Review Document for other than full and open competition (FAR Part 6 Justification and Approval), Control Number 2025-112, prepared by the U.S. Army Mission and Installation Contracting Command (MICC) at Joint Base Lewis-McChord.

The document authorizes a non-competitive sole-source contract award to the Port of Moses Lake for landing services at Grant County International Airport (Moses Lake, Washington) in support of the 62nd Airlift Wing at Joint Base Lewis-McChord. The contract value is $30.7 million for a one-year base period (October 1, 2025 to September 30, 2026) with nine one-year options and one six-month extension option, extending through March 31, 2036, for a total value of $30,726,772.32. The services required include provision of all runways, aprons, taxiways capable of accommodating heavy aircraft (primary aircraft is the C-17 with an operational weight of 585,000 pounds), standard commercial overhead lighting, control lighting on all airport movement areas, and associated conveniences for flying and landing operations. The procurement is funded through Transportation Working Capital Funds (TWCF) and will be executed as a firm-fixed-price contract under FAR 52.217-8.

The justification is based on 10 U.S.C. 3204(a)(1), establishing that only one responsible source (Port of Moses Lake) can satisfy agency requirements. The document details comprehensive market research evaluating five commercial airports (Seattle-Tacoma International, Portland International, Yakima Air Terminal, Wenatchee Pangborn Memorial, and Eugene Airport) and two military installations (Charleston AFB and Altus AFB), all of which were found unable to meet the technical specifications required for C-17 operations, particularly regarding runway weight capacity and proximity to the Larson Drop Zone. A Sources Sought Synopsis was published on SAM.gov on February 4, 2025, with a response deadline of February 14, 2025, but received no responses. Prior contract history shows three previous sole-source awards to Port of Moses Lake totaling $17.8 million (2016-2025). The document notes that alternative solutions previously explored, including an Inter-Governmental Service Agreement and transition to the U.S. Army Corps of Engineers, proved infeasible. The contracting officer will publish required FAR 5.201 notices and consider any bids or proposals received.

Control Number: 2025-112

Additionally, a Sources Sought Synopsis was published on SAM.gov on 04 February 2025 with a response deadline of 14 February 2025. No responses were received. The Contracting Officer will publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.

a. Effective competition: This acquisition is anticipated to be a sole source effort.

b. Subcontracting competition: The Government will request a Subcontracting Plan based on the acquisition meeting the $750,000 threshold, and the Contractor will be required to give maximum opportunity to small businesses.

8. Actions to Increase Competition: MICC-JBLM, in collaboration with the customer, conducted comprehensive market research to identify potential civilian or alternative airfields capable of accommodating the operational and training requirements for the specified aircraft. This effort aimed to ensure alignment with mission-critical needs, particularly the technical specifications required for the C-17 aircraft. To address customer concerns and maintain a forward-looking posture, MICC-JBLM continues to assess advancements and emerging trends in commercial airfield management. These efforts are intended to identify future developments that could enhance the ability of commercial airfields to meet the technical demands of the C-17 aircraft. It is important to note, however, that the current market environment offers limited monetary or commercial incentives to alter existing practices within the commercial airfield industry.

At this time, no civilian or alternative airfield within a reasonable distance has been identified as capable of meeting the technical and operational requirements necessary for the mission. MICC-JBLM remains committed to reevaluating commercial airfield capabilities in the future, should industry developments present new opportunities to meet these unique requirements.

Barriers to Competition. In accordance with FAR 6.202 and the most recent J&A template, MICC-JBLM took proactive steps to remove barriers to competition. These included outreach to regional airports, engagement with DoD installations, and publication of a Sources Sought Synopsis. Despite these efforts, no viable alternatives were identified. These actions are considered complete, and no further measures are currently anticipated. In the previous J&A, it was anticipated that the requirement would transition from MICC-JBLM to the U.S. Army Corps of Engineers (USACE) as a step toward increasing competition and broadening acquisition support. However, due to changing circumstances, USACE was unable to assume the requirement, and MICC- JBLM retained responsibility for the follow-on action. As part of market research conducted prior to this procurement, outreach was made to other airports to explore alternative sources, but none were able to meet the specific needs of the requirement.

While steps were contemplated to reduce barriers to competition, they were not fully executed prior to the current procurement.

Control Number: 2025-112 the authority to approve a contract term beyond five years has been delegated to the Senior Contracting Official, who may authorize the ten-year period based on validated mission requirements and supporting justification.
