About this file
This document is a Memorandum for Record for a Sole Source Procurement detailing a one-time FY25 purchase of a Transpara 5 Year License Software/Hardware Kit for an AI CAD system for a government-owned FUJIFILM Cristalle Mammography System at Carl R. Darnall Army Medical Center in Fort Hood, Texas. The procurement is being conducted by the Medical Health Contracting Office-West with Fujifilm Health America Corporation as the sole source vendor, based on their status as the Original Equipment Manufacturer (OEM) with exclusive rights to service, repair, and calibrate the equipment.
Key details include a fixed-price contract with a delivery date of 30 September 2025, funded through Operations & Maintenance, Army (OMA) and DHP funds. Market research was conducted using GSA eLibrary, ECAT, Google, and other sources, and a small business socioeconomic review found no qualifying small businesses in the relevant NAICS code. The procurement is being conducted under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold, with Fujifilm confirmed as the only source provider of the Transpara bundle for their mammography equipment. If alternative vendor products are used, it would void all warranties.
