About this file
This document is a Modification to Justification and Approval (J&A) for Other than Full and Open Competition for the Naval Surface Warfare Center, Cardelock Division. The contract is with Metalex Manufacturing to procure machining services for Virginia Class propulsor components, specifically for machining up to five IAH rotor castings. The contract will have a five-year period of performance, with the base year including Cost-Plus-Fixed-Fee (CPFF) CLINs for non-recurring engineering and qualification efforts, and subsequent option years covering either CPFF (first rotor) or Cost-Plus-Incentive-Fee (CPIF) for rotors two through five. The modification was necessitated by the discovery of significant machine hours costs not originally included in the government estimate, which were reviewed and approved by DCAA, resulting in a higher negotiated price. The primary objective is to reduce schedule risk due to machine loading issues at the Naval Foundry and Propeller Center and Rolls-Royce Marine North America.

MODIFICATION TO JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
Contracting Activity
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Contracting and Acquisitions Department (Code 02).
Reasons for Modification to the Justification and Approval
J&A approval is being revised based on negotiated values to award a new contract to Metalex Manufacturing. The new contract will be for the acquisition of qualification efforts and for machining of a maximum of five rotor castings. The original J&A was approved for , but the Government Estimate did not include the machine hours cost. The machine hour cost is significant and over per hour, which was reviewed and approved by DCAA, and resulted in the higher negotiated price.
Description of Supplies/Services
NSWCCD’s Advanced Propulsor Management Office (APMO), in support of the Virginia Class program office (PMS450), requires the procurement of machining services for various NAB propulsor components for the Virginia Class propulsor. Under the anticipated contract, the Government requires Metalex to qualify to, and to complete machining of a maximum of five Virginia Class IAH rotor castings from rough through final machining, in order to reduce schedule risk to the Government due to significant machine loading issues at both the Naval Foundry and Propeller Center (NFPC) and Rolls-Royce Marine North America (RRMNA).
The expected period of performance for this anticipated contract will be five years from the date of award. The base year will include CPFF CLINs for non-recurring engineering and material necessary to qualify Metalex for the manufacturing of IAH rotor castings. Subsequent Option Years will include either CPFF (first rotor) or CPIF (rotors two through five)
