About this file
This is a Justification Review Document for a Sole Source Modification to an Indefinite Delivery Indefinite Quantity (IDIQ) Contract.
The U.S. Army Mission and Installation Contracting Command (MICC) at Fort Sam Houston, Texas seeks approval for a $19.7 million ceiling increase to contract W9124J-23-D-0016, awarded to JLL-RER Solutions, LLC. The modification increases the contract ceiling from $71.6 million to $91.3 million to support independent housing inspections through December 2026. The requirement is mandated by Section 2831 of the FY 2026 National Defense Authorization Act (NDAA), which requires the Army to conduct independent inspections on at least 5% of its housing portfolio (approximately 5,000 homes annually). The inspections include structural, HVAC, plumbing, and electrical evaluations; habitability assessments; visual mold assessments; indoor air quality (IAQ) testing; environmental sampling; and reporting and remediation coordination. The modification is structured as FY26 4Q Execution ($9.75 million for August–September 2026) and FY27 1Q Execution ($9.95 million for October–December 2026). The procurement authority is 10 U.S.C. 3204(a)(1) under FAR 6.103-1(b), justified as a sole source award because the incumbent contractor possesses the requisite network of independent inspectors, environmental testing infrastructure, and mobilization readiness to meet statutory compliance timelines. The Contracting Officer determined pricing to be fair and reasonable based on the existing pricing structure with no price increase, only a quantity increase. The approval was granted by Scott D. Kukes, Alternate Advocate for Competition, subject to availability of funds.
