About this file

This is a Justification and Approval (J&A) document for other than full and open competition for Mission Support Services at the White Sands Test Center (WSTC). The U.S. Army Mission and Installation Contracting Command (MICC) at Fort Cavazos intends to award an 18-month bridge contract to Southwest Range Services LLC (UEI: PA24JZYLC4E5) on a sole-source basis under the authority of 10 U.S.C. 3204(a)(1).

The contract will be a Hybrid Cost-Plus-Fixed-Fee (CPFF) arrangement running from March 1, 2025 through February 28, 2026, with a 6-month option period through August 31, 2026. The bridge contract is needed due to delays in the follow-on competitive procurement caused by complexities with the Government-Furnished Property list. The services support research, development, testing and evaluation (RDT&E) activities for various DoD entities including the Army, Air Force 704th Test Group, DoD Center for Countermeasures, and Naval Sea Systems Command. The incumbent contractor will provide non-personal engineering and technical expertise for operation, maintenance, research, development and support of testing facilities, instrumentation, systems and equipment. The procurement will be funded with FY2025 RDT&E funds and requires certified cost and pricing data under FAR 15.403-4(a)(1).

4. Authority Cited: 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available from only one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

a. Background:

1) The complexity of the acquisition requirement caused the delay, specifically, the Government-Furnished Property (GFP) list, which required multiple reviews and adjustments to meet contractual acceptability. Iterative revisions between the Requiring Activity and the Contracting Office(s) were necessary to finalize an actionable package that accurately reflected the MSS requirement. This process ultimately is resulting in the delay.

2) In order to provide sufficient time to evaluate proposals received in response to the solicitation, prevent break-in service, award the follow-on contract, and allow a 90-day transition, a follow-on action with Southwest Range Services LLC is necessary.

3) The table below shows the top-level projected milestones dates of the follow-on award.

Solicitation Issued 23 APR 2025 Solicitation Closed 09 JUN 2025 Begin Initial Evaluations 10 JUN 2025 Evaluate Final Proposal Revisions 03 SEP 2025 CRB Initial Review (SSDD, PNM, etc.) 15 DEC 2025 CRB Approved 15 JAN 2026 Award of Contract 18 FEB 2026

b. Alternatives.

1) Suspension of Contract Support. The MSS requirements are ongoing and critical to mission accomplishment. WSMR is a MRTFB for DoD dedicated to the Test and Evaluation (T&E) process, research, and the assessment of military weapon systems and commercial products through testing and training. Due to the significant coordination and effort of numerous organizations, test events cannot be shifted for several months without significant impact to cost and schedules. Suspension of the MSS contract will cause critical disruption resulting in the loss of critical testing resources for the Army, Navy, Air Force, other DoD and Government agencies and industry. Suspension of contract support will delay or stop critical missions consisting of engineering and technical expertise for operation, maintenance, research, development, and other support of testing facilities’ instrumentation, systems and equipment for test operations. Therefore, this alternative is not viable.

2) Use of In-House Resources. The White Sands Test Center (WSTC) lacks sufficient manpower, technical expertise, and resources to perform the required MSS.

The United States Army does not contemplate acquiring adequately trained personnel within the Government in the near future. Attempting to initiate actions to increase the Government workforce to accomplish this mission would take years and results in mission failure during the time required to adequately recruit and staff a trained workforce. Therefore, this alternative is not viable.

3) Conduct a competitive acquisition for a bridge contract. There is insufficient time to competitively award a new contract, phase-in a new contractor, transfer and account for the large inventory of Government Furnished Property (GFP), verify data, obtain security clearances, and allow for familiarization with ongoing tests. There would be significant degradation in the test support as contractors’ transition in the midst of testing. Any contractor other than the incumbent does not have sufficient equipment or trained manpower readily available on short notice to seamlessly assume the performance of these ongoing tests and services. Award to any other source would result in unacceptable delays in fulfilling the agency’s requirements. Therefore, this alternative is not viable.

4) Issue an interim contract to the incumbent on a non-competitive basis.

Negotiating a Bridge Contract with the incumbent is the only viable solution to provide continuity of operations and technical support without jeopardizing the WSMR ongoing test and evaluation mission and ensuring there will be no degradation of services of this highly technical requirement. Award to any other source would result in a delay in fulfilling the agency’s requirements and would not be in the best interest of the Government.

c. Impact if Justification not approved: Disapproval of a non-competitive contract will result in a lapse in service and WSMR’s failure to execute its mission to provide Research, Development, Test and Evaluation (RDT&E), experimentation, assessment and training services to the Army, Navy, Air Force, other DoD and Government agencies, and industry.

6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.

a. Effective Competition: Because this is a sole source action, effective competition is not applicable.

b. Subcontracting Competition: With this action being an interim contract solution until the follow-on MSS Contract can be awarded and effectively transitioned, there is a
