CUI

Control No: 2021-37

Contractor: Intec Group Program/Equipment: Fire Suppression/Mass Notification system and Roof Repair

Version – September 2018 CUI

5. Reason for Authority Cited: The information contained below provides the Government’s rational for justifying the logical follow-on in the interest of economy and efficiency for fire the suppression/mass notification system and the roof repair requested.

a. Roof Repair

Roof work was neither anticipated nor solicited as part of the original Task Order.

During the demolition phase, both the Government and Contractor became concerned with the deteriorated condition of the roof due to the amount of water damage and puddling found throughout the building. Because of the various layers of material on the roof, visual inspection would not allow the Government to determine the extent of the damage to the roof. Therefore, an infrared roof scan was conducted that identified a number of problem areas where deterioration of the existing roof created open holes to the interior of the building.

Because the roof has not yet been repaired it has continued to further deteriorate.

As a result, leaks have multiplied resulting in the need for repairs on the interior of the building that were not anticipated during the original solicitation. If the repair work is not completed to seal the roof, the building will continue to leak resulting in water damage to newly renovated areas. Also, the lack of an environmentally controlled building could result in additional safety concerns. Until the roof is repaired, further damage to the building and completed work will cause additional costs to the project.

b. Fire Suppression/Mass Notification System

The original SOW required only one area (14,000 SF) in the northeast part of the facility to have an automatic fire sprinkler system. This existing fire suppression system was to be reconfigured to support the new interior layout within that area only. The SOW specified that the remainder of the building remained un-sprinkled. At the onset of the project, based on the original SOW, the Authority Having Jurisdiction (AHJ), Fort Campbell Fire Department determined that additional fire suppression was not required in the rest of the building. However, as work progressed and modifications to the original SOW have become necessary, for example repair to the inoperable HVAC system and roof, it has been determined that the building will now require both a fire suppression system and mass notification system throughout the entire building to be in compliance with UFC 3-600-01 based on the modified SOW. The mass notification system must be updated and linked to the fire suppression system in conjunction with the roof repair. If the fire suppression and mass notification work is not completed, the facility will not be compliant with UFC 3-600-01. This work was not contemplated in the original award, but it is needed in order to proceed with the repair project to provide a complete and usable facility. Because the original SOW was specific in the remainder of the building remaining un-sprinkled, the Contracting Officer, has determined the request to now add fire suppression to the remainder of the building to be out of scope.
